JOB SUMMARY Performs routine administrative and supervisory program work. Work involves assisting in establishing program goals and objectives; assisting in developing program guidelines, policies, and procedures; assisting in developing schedules, priorities, and standards for achieving program goals; assisting in evaluating program activities; and supervising the work of others. Works under moderate supervision with limited latitude for the use of initiative and independent judgment. ESSENTIAL FUNCTIONS A. Assists in planning, implementing, and monitoring program activities and services; and assists in developing program policies, procedures, standards, and manuals in accordance with program objectives and goals. B. Assists in studying and analyzing volunteer operations data and services and prepares reports of findings and recommendations; assists in conducting reviews to determine compliance with performance requirements, laws, regulations, policies, and procedures; and assists in the preparation of administrative reports, studies, and specialized research projects. C. Confers with program staff in determining trends and resolving technical problems; and confers with community and professional groups to coordinate, implement, and improve the volunteer program. D. Supervises the work of others; and provides training and technical assistance in the program area. E. Performs criminal information searches and retrieval using Texas Department of Public Safety criminal history system access. * Performs a variety of marginal duties not listed, to be determined and assigned as needed. MINIMUM QUALIFICATIONS A. Education, Experience, and Training 1. Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Criminal Justice, Behavioral Science, or a related field preferred. Each year of experience as described below in excess of the required three years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis. 2. Three years full-time, wage-earning program administration, offender case management, counseling, criminal justice, or technical program support experience. 3. Experience in the supervision of others preferred. * Must have or be able to obtain a certificate of course completion for the Texas Law Enforcement Telecommunications System (TLETS) policy and procedures training from the Texas Department of Public Safety within six months of employment date. Knowledge of the principles and practices of public administration and management. 2. Knowledge of local, state, and federal laws, rules, regulations, and statutes related to the program area. 3. Knowledge of program management processes and techniques. 4. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred. 5. Skill to communicate ideas and instructions clearly and concisely. 6. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. 7. Skill to interpret and apply rules, regulations, policies, and procedures. 8. Skill in the use of computers and related equipment in a stand-alone or local area network environment. 9. Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs. 10. Skill in administrative problem-solving techniques. 11. Skill to review technical data and prepare technical reports. 12. Skill in public address. 13. Skill to develop and evaluate policies and procedures. 14. Skill to gather, assemble, correlate, and analyze facts to devise solutions to problems. 15. Skill to supervise the work of others. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment. B.
