QUALIFICATIONS
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing assistance and guidance of computer applications, computer system problems, and finding solutions for hardware or software issues; managing a department or small facility/company budget, to include purchase orders, contracts, supplies, and services; exhibit collaboration with internal and external members on work, projects, presentations, and/or training; analyzes and provides statistical data for reporting.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:
Major duties of the position include, but are not limited to:
- Serves as the Automated Data Processing (ADP) equipment expert for the Service Line responsible for responding to inquiries regarding equipment status, problems, operations, and software applications used within the service line.
- Responsible for development and implementation of a user training policy for software packages utilized at the HCS, along with Commercial Off the Shelf (COTS) software that is utilized.
- Provides user training to include proper computer shutdown procedures, generic vs. personal login/password codes, standard PC configuration, general orientation to shared drive/subdirectories, workgroups, and personal directories.
- Provides set-up, implementation, and maintenance of software/packages for the facility, ensuring all nationally mandated upgrades and packages are implemented as needed.
- Develops and maintains currency of service line AIS security and contingency policies in accordance with VA policy and provides annual training to staff.
- Functions as information liaison with other services regarding new package features that affect other services (e.g. FM service request software/program “Maximo”, “Trip Ticket").
- Serves as point of contact for questions related to service line applications and acts as a consultant for facility staff utilizing service line software/packages.

- Primary point of contact in regard with the service line budget and communicates with the local Fiscal service line managers.
- Serves as the Agency/Organization Program Coordinator (AVOPC) for the vehicles and is the main contact with U.S. Bank for issues with credit cards and purchases.
- Uploads invoices, certifies payments, monitors invoices, tracks payments, and reports via the Invoice Payment Processing System (IPPS).

Physical Requirements: The work requires regular and recurring periods of sitting, standing, and walking, as well as bending, and carrying computer hardware devices and components (no more than 50 lbs). Position may involve working in cramped areas and working within electronic equipment. Walking from building to building on campus will be required; at sometimes walking in the outdoors to buildings not connected to the main campus. This requires a person who can work
under extreme pressure and with short suspense, as statistical information is often required for
