PROJECT DESCRIPTION

GFA is currently tendering for several project to provide Local Fund Agent Services in francophone Africa. Theses project involve the provision of Local Fund Agent (LFA) services to The Global Fund to Fight AIDS, Tuberculosis and Malaria, in support of its mission to accelerate the end of these three epidemics. As a LFA, the selected entity acts as an independent and impartial third party responsible for assessing and verifying the performance, capacity, and fiduciary management of grant recipients in designated countries.
The LFA plays a critical role in The Global Fund’s risk management and assurance framework, supporting effective implementation and accountability of funded programs. The LFA’s work informs funding decisions, program oversight, and performance assessments throughout the grant lifecycle.

JOB DESCRIPTION

The Programmatic/Monitoring & Evaluation (M&E) Expert is responsible for providing technical expertise in the assessment, verification, and analysis of programmatic data and M&E systems for grants financed by The Global Fund to Fight AIDS, Tuberculosis, and Malaria (TGF). Working as part of the Local Fund Agent (LFA) team, the M&E Expert ensures that grant recipients have a robust M&E systems in place.

Specific responsibilities include:

  • Monitoring and Evaluation (M&E) Systems Assessment: Review the robustness of M&E frameworks used by grant recipients, including data collection, reporting, and quality assurance processes.
  • Risk and Capacity Assessments: Conduct assessments of implementers’ organizational capacity, governance, and internal controls.
  • Programmatic Performance Verification and M&E Oversight Verification of Programmatic Performance: Assess progress against grant performance frameworks by reviewing reported results, validating source data at various levels (central, regional, and facility), and providing assurance on the accuracy and reliability of reported indicator achievements across HIV, TB, and Malaria programs.
  • M&E Reviews for Multiple Grants: Conduct comprehensive reviews of Monitoring & Evaluation (M&E) components for multiple grants, focusing on Program Updates (PUs), Progress Update and Disbursement Requests (PUDRs), and identifying data quality or performance issues that may affect grant performance ratings.
  • Review of Prevention Activities Implementation: Evaluate the implementation status, coverage, and effectiveness of key prevention activities under the HIV, TB, and Malaria grants, including behavioral, biomedical, and structural interventions, and provide recommendations for improvement where gaps are identified.
  • Participation in Technical Working Groups (TWGs) and Partner Coordination Meetings: Attend TWG meetings and partner coordination forums, particularly those related to clinical and programmatic areas, to stay informed on policy shifts, implementation challenges, and opportunities for improving grant performance and synergy with other health interventions

QUALIFICATIONS

The Programmatic/ Monitoring and Evaluation (M&E) Expert will at a minimum possess the following qualifications, skills and professional experience:

  • A minimum of 7 years relevant experience in the health sector, notably in monitoring and evaluating health programs in developing countries
  • A Graduate Degree (MSc. equivalent) in Public Health, Medicine, Epidemiology or other relevant discipline
  • Experienced to interpret performance results of health programs and analyse the implications of such results in the country context;
  • Strong understanding of public health monitoring and evaluation systems
  • Profound knowledge of epidemiology and programmatic interventions related to at least one of the three diseases (HIV, TB, or malaria)
  • Fluency in written and spoken English and French
