Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Sudan’s programme focuses on advancing gender equality and women’s empowerment through integrated approaches including capacity development, advocacy, gender mainstreaming, and evidence generation. Particular emphasis is placed on strengthening women’s leadership and participation in peace, political, and humanitarian processes, in line with the Women, Peace and Security (WPS) agenda and Sudan’s national priorities. Since the eruption of the conflict in Sudan in April 2023, Sudan has become one of the world’s worst humanitarian crises, with over 30 million people in need of urgent assistance, widespread food insecurity, destruction of health systems, and severe protection risks for women and girls, which continue to undermine their safety and dignity. More than 10.5 million people have been internally displaced and millions more have fled to neighboring countries. Women and girls are disproportionately affected, facing increased risks of gender-based violence (GBV), limited access to essential services, and reduced availability of sexual and reproductive health care due to the breakdown of health systems. At the same time, Sudanese women continue to play critical roles in community-level mediation, humanitarian response, advocacy, and resilience-building. However, their participation in formal peace negotiations and decision-making processes remains limited. Strengthening women’s meaningful participation and influence in peace, political, and humanitarian processes is therefore essential to achieving inclusive and sustainable peace in Sudan. Within the WPS portfolio, UN Women supports the strengthening and structuring of the women’s movement, enabling it to operate through organized entities and articulate a unified national agenda. UN Women works with civil society organizations (CSOs) and women’s groups to strengthen accountability to gender equality in political processes, ensuring that young women and women from marginalized and disadvantaged groups are meaningfully included as active agents in peace and political participation. Reporting to the WPS Programme Specialist, the WPS National Analyst provides programmatic and analytical support to the effective management of UN Women’s WPS portfolio in the Sudan Country Office. The Analyst contributes to programme design, formulation, implementation, and evaluation, with a focus on strengthening women’s participation and influence in peace, politics, and decision-making processes. The Analyst supports programme delivery by analyzing results achieved during implementation, contributing to evidence-based programming, and ensuring the effective application of systems and procedures. The Analyst works in close collaboration with programme and operations teams, UN Women HQ staff, government counterparts, multi- and bilateral donors, and civil society partners to support effective programme implementation and coordination. Scope of Work 1-Programme formulation, implementation and management * Contribute to programme strategies in the area of Women’s Peace and Security (WPS). * Provide inputs into the design and formulation of programme/project proposals and initiatives related to WPS. * Support the implementation and day-to-day management of the WPS programme. * Provide inputs to annual workplans and budgets, as required. * Support coordination and tracking of programme activities with implementing partners. * Provide inputs to programme resource mobilization efforts, including maintaining relevant data and information. 2- Monitoring, follow-up and reporting: * Contribute to the monitoring and reporting of programme/project activities. * Track progress against workplans, results frameworks, and indicators. * Monitor the implementation of partner projects and flag delays or challenges. * Support the review and timely submission of partner narrative and financial reports. * Provide inputs to quarterly, annual, and donor reports on outputs and outcomes. 3-Partnerships and capacity building * Support the development and strengthening of partnerships with Women-Led Organizations (WLOs) and relevant networks. * Maintain and regularly update a database of WLOs and partners engaged in WPS. * Provide technical comments and support to strengthen partner proposals. * Identify capacity gaps among partners and support the organization of capacity-building initiatives. * Facilitate and support trainings, including gender-transformative approaches. 4-Coordination and programme support: * Coordinate calls for proposals, including organizing technical review processes and supporting partner capacity assessments. * Support coordination with implementing partners to ensure timely execution of activities. * Provide inputs to inter-agency coordination processes on WPS to ensure alignment with UN Women and UN partners. * Support preparation of background notes, briefs, and documentation for senior management. * Assist in organizing and coordinating programme-related events, workshops, and trainings. 5- Advocacy, knowledge management and communication: * Provide inputs to background documents, research, briefs, and presentations related to WPS. * Contribute to the development of knowledge products and documentation of lessons learned and good practices. * Support advocacy initiatives, campaigns, and outreach activities. * Provide inputs to communication materials, including project summaries, briefing notes, and donor profiles. 6- Youth Engagement in Women’s Peace and Security (WPS) * Act as focal point for Generation Equality and support integration of youth perspectives across WPS initiatives. * Identify and promote opportunities for youth engagement in political participation processes. * Support the design and implementation of initiatives that empower youth participation in WPS. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. Education and Certification: * Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required. * A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. * A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage. Experience: * Minimum 2 years of progressively responsible experience in programme or project support, preferably in gender equality, women, peace and security, leadership and governance. * Experience supporting programme implementation, coordination, and partner engagement. * Experience working with civil society organizations, including women-led organizations and networks. * Experience in organizing and supporting training, workshops, or advocacy initiatives. * Experience in monitoring programme activities and contributing to reports. * Experience working in fragile, conflict, or humanitarian contexts is an asset. * Familiarity with Women, Peace and Security (WPS) or women’s political participation is desirable. * Coordination and organizational skills, with the ability to manage multiple tasks and deadlines. Languages: * Fluency in Arabic and English is required.
