CONTEXT

The International Institute for Democracy and Electoral Assistance – International IDEA – is an Inter-Governmental Organization that supports sustainable democracy worldwide. Its objective is to strengthen democratic institutions and processes. The Institute acts as a catalyst for democracy building by providing global comparative knowledge resources and tools, policy proposals and supporting democratic reforms in response to specific national requests, specifically in electoral processes, constitution-building processes, political participation and representation, democracy and climate change, and democracy and digitalization.
The project “Support to the Chilean Congress for a more transparent, inclusive, responsive, and accountable legislative exercise,” co-financed by the European Union and implemented by International IDEA, aims to strengthen representative democracy by supporting the effective functioning of the parliament, improving its functions through learning and exchanging best practices between the Chilean Parliament and the Parliaments of the European Union Member States (EUMSP). The action will focus on supporting the development of parliamentary capacity and practices to improve its main functions.
International IDEA will assist the Chilean Congress in areas that the parliament itself - the Chamber of Deputies and the Senate - has identified as priorities for this new cycle. The action will focus on areas related to Gender Equality, Participation, Environmental Challenges, and Transparency and Institutionalization for the digital age.
The Programme Assistant will provide programmatic, administrative and logistical support, coordinate events, and assist with the preparation of documents and other related support in accordance with the project needs and requirements, ensuring adherence to International IDEA and donor policies and procedures.

EDUCATION AND EXPERIENCE

  • High School diploma and preferably project management education; University background in political science, law, sociology, international relations or other related discipline is considered an advantage;
  • Minimum three (3) years of relevant professional experience working in a similar role, preferably in the field of democracy, governance, parliamentary support and/or legislative work;
  • Experience in the field of Gender Equality, Participation, Environmental Challenges, or Transparency and Institutionalization for the digital age is considered an advantage;
  • Experience working in an international context, e.g. in an intergovernmental organization, is considered an advantage;
  • Field experience is considered an asset;
  • Fluency in written and spoken Spanish and good knowledge of English is required.
Responsibilities
  • Supports the effective planning and implementation of the project by providing project and administrative support;
  • Ensures effective organization of activities including events, in coordination with the Programme Officer. Ensures all administrative and logistical processes are implemented in a timely manner and in conformity with International IDEA and donor policies and procedures;
  • Organizes and coordinates meetings, events and workshops (including costing and booking venues, liaising with attendees, organizing travel, etc.); Assists with the preparation of meeting materials and follow-up documents;
  • In coordination with the Programme Officer, monitors and tracks the project implementation time plan and calendar of key events, assists with the preparation of documents and maintains records and files for project reporting and documentation;
  • Conducts research, supports the drafting of articles and contributes to the drafting of project narrative reports;
  • Supports procurement processes in accordance with donor and organizational policies and procedures; obtains quotes, drafts and monitors contracts and agreements and liaises with service providers/partner organizations;
  • Develops and maintains a database of key actors and stakeholders for the project; Maintains a filing system for relevant documentation;
  • Responds to inquiries, coordinates with global and regional office teams, and attends meetings to share knowledge and insights;
  • Contributes to the monitoring and evaluation of the project.
