CONTRACTUAL INFORMATION JOB TITLE: Programme Associate (Nutrition) TYPE OF CONTRACT: Fixed Term GRADE/LEVEL: G6 UNIT/DIVISION: Programme DUTY STATION: Dollo Addo, Ethiopia DURATION: 12 Months ORGANIZATIONAL CONTEXT: The World Food Programme (WFP) is United Nations frontline agency in the fight against hunger. In Ethiopia, WFP provides food assistance to over nine million food-insecure people affected by conflict, droughts, flooding, or displacement. As part of the humanitarian response plan (HRP), WFP provides relief food assistance in Somali region. The region has experienced multiple shocks in the past several years which have included human and animal disease outbreaks, climate induced drought and intercommunal conflicts which resulted to abnormal population movements and creation of IDPs. . JOB PURPOSE: Under the direct supervision of the Saving live Programme Policy Officer (PPO), the Programme Associate (Nutrition) will provide technical and operational support to nutrition programmes and activities to contribute to quality delivery of the nutritional needs of WFP beneficiaries in Somali Region. The position is based in Dollo Ado Sub Office which is implementing complex operations in a complex environment. The position holder is expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance KEY ACCOUNTABILITIES (not all-inclusive): Nutrition Program monitoring: Organize visit to the field teams implementing nutrition activities in line with sub office monitoring plans Provide on-job training and supportive supervision to staff and identify implementation capacity gaps for the attention of the Saving live PPO. Make reports identifying the gaps, corrective action taken at field level and follow-up action with individual WFP partners Training: Contribute to the area office roll out plans for nutrition training on all WFP government partners and WFP sub offices. Participate in training health workers and WFP CPs at the zonal and woreda level Reporting: Ensure that the nutrition reports (Cooperating partners Distribution reports, Monthly statistical reports, progress reports) are shared to the area office in a timely manner. Ensure that the CPDR are accurately reflected on the WFP accountability platform -COMET. Contribute to analysis of the available Nutrition data to make evidence-based decision to improve the program Nutrition operational activities: In liaison with the area office logistics team, monitor the nutrition commodity release process, in line with the CP nutrition supply requests Provide support to the nutrition commodities distribution planning process at TPM, WFP CPs and WFP SO staff. Collate plans and share with the area office emergency nutritionist. In close liaison with JAO logistics, consolidate nutrition commodity stock status including deliveries, daily stock balances, tracking of best-used-by dates (BUB) and Terminal disbursement dates (TDD) from sub offices. Train and guide the area office nutrition monitoring assistant and other SO staff to compile regular reports on the food deliveries at the CP warehouses and verify that the amounts received by the CPs have been properly recorded including the damaged or suspected losses; provide on-spot training on commodity handling and appropriate record maintenance (in collaboration with logistics) Follow up on action points raised in SO reports on range of issues arising from delivery of SNFs including utilization by the beneficiaries Support the area office emergency nutritionist in financial settlement processes under Field level agreements (FLA) including verification of invoices and expenditures Coordination: In line with frequency determined at the cluster level, support the Saving live PPO to represent WFP in zonal level coordination meetings that includes all partners implementing health, nutrition and food security activities and share note for record (NFRs) indicating clear action points. Strengthen the coordination platforms at the woreda level for effective contributions by TPM monitors Nutrition evaluations and assessments: As guided by the area office program lead or nutritionist, participate in evaluations, assessments and operational studies that are conducted in relation to the nutrition programmes Perform any other related duties as required. For instance: Represent WFP in other program meetings when needed. Coordinate area office activities when called upon. STANDARD MINIMUM QUALIFICATIONS: Education: Secondary school certificate. A university degree in Nutrition, Public Health or related fielded areas will be an added advantage Experience: Six years of field experience in nutrition/health/food security or related field. Experience in nutrition-specific interventions, both treatment (Integrated management of acute malnutrition (IMAM)/Community based management of acute malnutrition (CMAM) and prevention programming Desirables: Previous experience in similar technical support provision and capacity building role to field offices/activities. Experience and exposure to implementation of national or subnational programmes and interventions that impact on nutrition. Conceptual knowledge of nutrition in emergencies. Excellent interpersonal and teamwork skills and demonstrated ability to work effectively in multicultural settings and teams. Excellent written and oral English communication skills. Proficiency in Microsoft software packages. Capacity to plan and organize own work, and work with minimum supervision. Able to work and achieve results under pressure. Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
