Background and Purpose of the Assignment: The World Food Programme (WFP) is the leading Humanitarian Organization fighting hunger and changing lives worldwide, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. WFP’s current five-year Country Strategic Plan (CSP) 2023- 2028 is designed to fully support Egypt’s Vision 2030 and ensure food and nutrition security for all Egyptians and non-Egyptians. The CSP focuses on three interrelated thematic areas: 1.Support the crisis-affected populations through food assistance and resilience building; 2.Improve the resilience of vulnerable Egyptian populations especially in Haya Kareema villages; 3.Provide capacity strengthening to the Government and support South-South cooperation between Egypt and neighboring countries. Within this framework, and within the national social protection systems, WFP provides technical assistance to the Government’s National School Feeding Programme through tailored technical assistance to different stakeholders, evidence-generation and digital systems. WFP complements the national programme by providing fortified, in-school snacks to children in community schools, and conditional cash assistance to families to promote regular school attendance. WFP also tries to fill the funding gap of the National School Feeding Programme by supporting public schools and supply chain enhancement. In addition, WFP supports efforts to improve access to education through the integration of technology and internet connectivity in supported schools with related capacity strengthening, contributing to more effective teaching and learning environment. Job Purpose: Under the direct supervision of the Programme Policy Officer (School Meals), the incumbent will provide technical, operational, and administrative support for the planning, implementation, and monitoring of school feeding and related activities of the Egypt country office. The role contributes to ensuring effective delivery of assistance, compliance with WFP’s corporate frameworks, and timely coordination with government counterparts and partners. Accountabilities/Responsibilities: Provide technical support and assist in the development and implementation of various activities and processes within the school feeding area of work supporting alignment with wider programme policies and guidelines and national priorities. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures. Within the school feeding and social protection area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control. Ensure and/or perform accurate, timely recording of data within the specific school feeding technical area of work (e.g. assistance programmes, food security and vulnerability assessments, evidence-generation) and consistency of information presented to stakeholders. Liaise with internal and external counterparts to support effective collaboration, implementation and monitoring of ongoing WFP school feeding activities. Ensure compliance with relevant donor guidelines, organizational policies, and national and local regulations in Egypt. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses in relation to school feeding and to ensure efficient delivery of food assistance. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area. Act as a point of contact for resolution of a range of operational queries and problems within the school feeding technical area of responsibility. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis. Perform other duties as required. Education: Bachelor’s degree in development studies, Business Administration, Social Sciences, Education, Nutrition, or other relevant field relevant to international development assistance. Experience: Minimum of six (6) years of progressively responsible experience in programme or project implementation or in the relative business stream with international development organizations preferably in school feeding, education, nutrition, or food assistance operations. Knowledge & Skills: Demonstrated experience in coordination with government counterparts, NGOs, and partners in implementing field activities. Proven ability to collect, organize, and analyse programme data to support decision-making and reporting. Experience in monitoring and supervising field-level activities, including partner performance and beneficiary feedback mechanisms. Strong organizational and communication skills with the ability to manage multiple priorities and meet deadlines. Proficiency in standard Microsoft Office applications (Word, Excel, PowerPoint) and familiarity with WFP corporate systems such as COMET and WINGS Knowledge of WFP’s operational processes and principles of food assistance programming is an advantage. Languages: Fluency (oral and written) in English and Arabic is required.
