This position reports to the Deputy Director of co11ab. We are seeking a highly agile and adaptable Programme Manager who thrives in a fast-paced, evolving environment. This role requires a team player with strong stakeholder engagement skills to co-develop and execute targeted programmes that accelerate the growth of co11ab’s startup members.
The Programme Manager will oversee the planning, execution, and continuous improvement of incubation, investment readiness, and market access initiatives. By working closely with startups, industry leaders, investors, and government agencies, this role will play a key part in positioning co11ab as the go-to innovation hub for biomedical and healthtech startups.
Responsibilities:

Programme Development & Execution

  • Co-develop and implement high-impact programmes that address key needs of startups, such as clinical validation, regulatory strategy, funding access, and international expansion.
  • Adopt an agile approach to refine programmes based on startup feedback and ecosystem trends.
  • Support structured mentorship, networking, and industry engagement opportunities that add strategic value.
  • Oversee startup progress tracking through a robust framework to measure growth and outcomes.
  1. Startup Engagement & Support
  • Serve as a trusted advisor to startups, providing strategic guidance and tailored support.
  • Leverage strong knowledge of the local and regional startup ecosystem to connect startups with relevant opportunities, partners, and investors.
  • Support startups in navigating the Singapore and Southeast Asia (SEA) healthcare landscape, including regulatory and commercialization pathways.
  • Promote a collaborative and knowledge-sharing environment within co11ab.
  1. Event Planning & Community Engagement
  • Co-organize and manage key startup ecosystem events, such as industry roundtables, investor networking sessions, and demo days.
  • Support flagship programmes and engagement initiatives that attract top-tier startups, investors, and industry leaders to co11ab.
  • Represent co11ab at regional and international startup and innovation conferences to strengthen its visibility.
  1. Alliances & Ecosystem Building
  • Cultivate strategic alliances with corporates, research institutions, healthcare clusters and accelerators to enhance programme offerings.
  • Establish co11ab as a preferred soft-landing hub for international startups entering the Singapore and SEA markets.
  • Work closely with venture capitalists, government agencies, and healthcare institutions to secure funding and co-develop initiatives.
  • Represent co11ab at industry events, conferences, and global innovation challenges to elevate brand visibility.
  1. Reporting & Stakeholder Engagement
  • Prepare reports, updates, and presentations for internal and external stakeholders, ensuring transparency on programme impact and startup progress.
  • Support funding applications, grants, and sponsorship proposals to sustain and expand co11ab’s startup support initiatives.
  • Work cross-functionally with internal teams to ensure smooth operations and optimize space utilization.
  • Stay updated on emerging trends in healthtech, digital health, and biomedical innovation to align co11ab’s initiatives with industry needs.

Qualifications & Experience

  • Bachelor’s degree or higher in Business, Biomedical Sciences, Healthcare, or a related field.
  • 7+ years of experience in startup ecosystem development, programme management, or business development, preferably in biomedtech, healthtech, or deep-tech sectors.
  • Strong knowledge of the Singapore and regional startup ecosystem, including key players, funding landscape, and regulatory pathways is a plus.
  • Proven ability to organize, execute, and manage events that bring together startups, investors, and industry leaders.
  • Excellent stakeholder engagement and relationship management skills to collaborate with startups, corporates, government agencies, and investors.
  • Highly agile, adaptable, and proactive in responding to ecosystem needs and startup challenges.
  • Experience in preparing reports, funding proposals, and investor materials to support programme sustainability.
  • Strategic mindset with a problem-solving approach to drive impactful initiatives and ecosystem growth.
  • Passionate about fostering a high-energy, innovative, and collaborative environment for startups.
