JOB SUMMARY

The Programme Manager (Impact Measurement) plays a pivotal role in evaluating, improving, and communicating the effectiveness of Tasek’s developmental programmes. Working closely with programme, mentoring, and casework teams, this role designs robust measurement frameworks, analyses impact data, and translates insights into actionable improvements. The manager also ensures that findings are communicated effectively to funders, partners, and the public, upholding the highest standards of data ethics and fostering a culture of reflective practice across the organisation.

QUALIFICATIONS & OTHER REQUIREMENTS

  • Bachelor’s degree in social sciences, education, evaluation, statistics, public policy, or related field.
  • Minimum 3-5 years’ experience in programme evaluation, impact measurement, or social research.
  • Preferable to have experience in the social sector, preferably with at-risk youth or community-based programmes.
  • Familiarity with developmental outcomes frameworks (e.g., Positive Youth Development, Multi-Tiered System of Supports, CASEL Social-Emotional Learning frameworks) and assessment tools such as ACTSG.
Responsibilities
  • Design and implement robust frameworks, tools, and indicators to measure developmental outcomes across programmes, using both qualitative and quantitative methods.
  • Analyse and interpret impact data to guide programme improvement, strengthen strategic alignment, and demonstrate value to stakeholders.
  • Ensure compliance with PDPA and other data governance standards, maintaining secure systems, informed consent, and participant confidentiality.
  • Work with teams to develop and refine Theory of Change and logic models (visual roadmaps linking activities to intended outcomes) as the foundation for measurement and reporting.
  • Produce clear, actionable reports for internal learning and external audiences, including funders, partners, and community stakeholders.
  • Facilitate learning sessions to build staff capacity in evaluation, reflective practice, and data-driven decision-making.
  • Translate findings into compelling public content for reports, website, and social media.
