SKILLS AND EXPERIENCE

  • Proven experience as a Programme Manager, overseeing complex, large-scale transformation programmes, ideally within the Identity and Access Management (IAM) domain
  • Extensive programme management capabilities, including planning, budgeting, resource allocation, and risk management to ensure successful delivery.
  • Knowledge of key IAM concepts such as lifecycle and governance, Role-Based Access Control, user provisioning, workflow and self-service management, password management, audit and compliance, and single sign-on
  • Familiarity with IdAM frameworks, technologies, and tools (e.g., Okta, Microsoft Azure AD, SailPoint, Ping Identity, NetIQ) is preferable
  • Experience of working closely with the procurement teams to define project requirements, evaluate supplier proposals, manage vendor relationships, and ensure the timely and cost-effective delivery of goods and services aligned with project objectives
  • Exceptional leadership skills, including the ability to influence, negotiate, and motivate cross-functional teams, while managing competing priorities and organizational complexities
  • Excellent communication and stakeholder management skills, with the ability to foster relationships across diverse teams
  • Advanced problem-solving abilities, with a focus on developing and implementing effective risk mitigation strategies
  • Relevant certifications, such as ITIL v3 or v4 (foundation or better), PMP, PRINCE2, or Agile (e.g., CSM), are a plus

ABOUT THE ROLE

The Evolve programme aims to provide the University with stable and highly available IT services that enable our current and future needs. It is fundamental to ensuring we have the right technology in place to support future capabilities and will provide the foundations for further strategic change.
We are seeking an experienced Programme Manager to lead the implementation of a resilient, scalable and globally accessible IdAM platform that provisions users with the appropriate level of access, enabling a safe and secure delivery of teaching, research and collaboration across the University community.
This individual will manage the programme from initiation through to closure and to the satisfaction of all stakeholders. They will collaborate with cross-functional teams, manage stakeholders, and ensure the project is delivered on time, within scope, and within budget while maintaining the highest standards of security and compliance

KEY RESPONSIBILITIES

  • Oversee the end-to-end delivery of the IdAM programme ensuring that all deliverables, timelines, and budgets are met
  • Manage relationships with external vendors and solution providers, ensuring their deliverables meet the programmes needs and standards
  • Lead the implementation of IGA, Access Management, and PAM solutions to enhance security and streamline identity management processes across the organisation
  • Establish key milestones, and ensure the quality of work is maintained while adhering to project timelines
  • Collaborate with key stakeholders across the business, IT, security, and compliance teams to ensure programme goals align with organisational needs
  • Communicate program status, risks, and issues to senior leadership, ensuring transparency and alignment across all levels
  • Ensure IdAM capabilities are compliant with internal policies, industry regulations, and legal requirements.
  • Oversee organisational change management efforts for the adoption of new IdAM capabilities, including the training of key personnel and end-users
  • Develop and manage the program’s budget, ensuring the efficient allocation of resources and meeting financial goals.
  • Optimise resource allocation and ensure that both internal teams and external vendors are properly resourced for successful project completion
