Organizational Context and Scope IOM’s protection programming in Türkiye operates within a complex migration and displacement context and supports migrants, refugees, and other vulnerable populations through a comprehensive set of protection interventions. Within this broader framework, the Migrant Protection portfolio focuses on Assisted Voluntary Return and Reintegration (AVRR), Counter-Trafficking (CT), and Child Protection. The programme ensures the delivery of protection-sensitive return and reintegration assistance, specialized case management for victims of trafficking and unaccompanied and separated children (UASC), and targeted interventions to address vulnerabilities throughout the migration cycle. It also facilitates access to specialized services, including referral pathways and Mental Health and Psychosocial Support (MHPSS). Protection mainstreaming is integrated across all interventions to ensure safe, dignified, and rights-based programming, and activities are implemented in close coordination with national authorities and relevant partners. Under the overall supervision of the Deputy Chief of Mission (DCOM) and direct supervision of Senior Protection Coordinator and in close coordination with the Regional Thematic Specialist (RTS) at the Regional Office (RO) for Eastern and South Eastern Europe , and Central Asia in Vienna, and relevant Divisions/Departments /Units at Headquarters (HQ), the Programme Officer (Migrant Protection) will be responsible and accountable for managing, coordinating and overseeing the activities of the Protection programme in Turkiye Country Office, with focus on protection activities within the migration management portfolio. The Programme Officer will lead the implementation of protection programming within the Migrant Protection Portfolio, ensuring alignment with IOM standards, frameworks, and national priorities. Responsibilities include providing policy and technical guidance to government and non-government counterparts on protection-sensitive return and reintegration, counter-trafficking, and child protection; delivering capacity-building initiatives; conducting research and analysis to inform evidence-based programming; and overseeing direct assistance and case management for vulnerable migrants, including victims of trafficking and unaccompanied and separated children (UASC). The role will also ensure the effective and protection-sensitive implementation of large-scale AVRR programming, including coordination of reintegration assistance and referral mechanisms.
