Organizational Context and Scope Under the overall supervision and direct supervision of the Chief of Mission (CoM), and in close coordination with programme leads and resource management units in the mission, as well as the Regional Thematic Specialist (Humanitarian Response and Recovery) in the Regional Office (RO), Bangkok, the Programme Officer (Transition and Recovery) will be responsible for managing, and contributing to the expansion of IOM’s Transition and Recovery portfolio in Cambodia, as well as contributing to the management and administration of the IOM Sub-Office. The incumbent will ensure that programming is strategically aligned with IOM’s global and regional frameworks, national development priorities, and emerging sub-national recovery needs. The Programme Officer (Transition and Recovery) will lead the implementation and coordination of integrated recovery, stabilization and resilience-building interventions in crisis-affected communities along the Cambodia–Thailand border. The role encompasses managing programme implementation across recovery, peacebuilding, infrastructure, and (re)integration initiatives, ensuring alignment with national priorities and IOM standards. The incumbent will manage budget management, financial compliance, and donor reporting, serve as the key focal point for donor engagement, and coordinate with government and partners, while promoting strong inter-unit collaboration to deliver coherent and sustainable stabilization outcomes.
Responsibilities
The Programme Officer will manage and expand IOM’s Transition and Recovery portfolio in Cambodia, ensuring alignment with national priorities and IOM standards. The role includes implementing recovery and resilience-building interventions in crisis-affected communities and managing budget compliance and donor reporting.
