CONTRACTUAL INFORMATION: Position Title: Programme Policy Officer (Protection) Contract Type: Consultant, Level II Division: Programme Duty Station: Remote Duration: 3 -months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: Humanitarian operations in Sudan continue to face significant barriers to equitable and safe access, driven by insecurity, exclusion of marginalised groups, weak community engagement, and inconsistent risk management practices. As both the Food Security and Livelihoods (FSL) Cluster co lead agency and a key member of the National Protection Cluster, WFP has a critical role in strengthening protection sensitive food assistance and inter sectoral collaboration. This consultancy will support the Sudan Country Office to strengthen structured collaboration between the FSL and Protection Cluster, operationalise protection, conflict sensitivity and accountability approaches within food assistance, and support implementation of the BHA funded project on improving equitable access to humanitarian assistance. The role will reinforce WFP Sudan's leadership within the wider humanitarian architecture, particularly through the Inter Cluster Coordination Group, to strengthn analysis, advocacy and coordination. The role will also contribute to global learning and knowledge exchange by systematically linking operational experience from Sudan with regional and global initiatives, specifically supporting the IASC Communities of Practice (CoP-CoP) Plan of Action through the internalisation of CoP approaches within WFP and by complementing the inter-agency roll out of CoP benchmarks and practices at cluster level, in line with WFP’s role as Food Security Cluster co lead and broader UN80 / humanitarian reset objectives. The incumbent will report directly to WFP Sudan - Head of Programme Quality. ACCOUNTABILITIES/RESPONSIBILITIES: SUDAN COUNTRY OFFICE (70%): Strengthen operational collaboration between the FSL and Protection Clusters, leading joint analysis, coordinated approaches, advocacy and alignment with inter agency priorities. Support the implementation of the BHA “Improved Access” project, including the operationalisation of the FSL-Protection risk matrix, adaptive programming approaches, and protection sensitive decision making. Build capacity of WFP, cooperating partner and cluster members on protection-sensitive food security interventions, providing technical support as needed to help implement. Systematically collect evidence of adaptative programming and document learning, good practice and challenges. Engage with national and regional stakeholders, as feasible, to support coherence between cluster level guidance and field implementation. GLOBAL HQ/ESARO (30%): Contribute to global learning, collaboration and knowledge sharing initiatives on protection sensitive food assistance and inter cluster coordination. Support cross country learning exchanges, including potential linkages with Syria and follow up on Communities of Practice (CoP) engagement across contexts. Contribute to internal WFP learning on the internalisation of CoP approaches and their application within emergency operations. Support alignment with IASC benchmarks and inter agency roll out of CoP approaches, reflecting WFP’s role as FSL Cluster co lead. Perform any other duties as required. DELIVERABLES AT THE END OF THE CONTRACT: Joint FSL-Protection cluster workplan with clear milestones Technical support provided to Sudan CO on FSL–Protection collaboration and BHA project implementation. Documented learning and practical examples of protection sensitive adaptation in food assistance. Contributions to global or regional knowledge products, briefings, or learning exchanges. A brief end of assignment summary outlining achievements, challenges, and recommendations for next steps. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: An advanced university degree (Masters or equivalent) in one of the following areas: Social Studies, Political Science, International Studies, Human Rights, or related field. Experience: Atleast five years of progressively responsible senior-level experience in humanitarian programming, with a strong focus on protection, food security, and inter sectoral coordination. This includes demonstrated experience working in complex emergencies and conflict affected contexts, as well as practical engagement with humanitarian clusters and inter agency coordination mechanisms. Familiarity with donor funded projects, such as those supported by BHA, and experience applying adaptive programming approaches in dynamic operating environments are considered strong assets. Knowledge & Skills: Strong understanding of protection principles in humanitarian response, with the ability to apply these consistently across food security and inter sectoral programming, ideally in Sudan, along with contextual knowledge of Sudan. Ability to translate policy frameworks, guidance and analytical tools into practical, field oriented solutions adapted to complex and rapidly changing contexts. Strong stakeholder engagement and coordination skills, including the ability to work effectively with clusters, inter agency partners, national actors and donors, and to facilitate collaboration and consensus across diverse teams. Excellent analytical, drafting, facilitation and interpersonal skills. Ability to work independently, manage competing priorities, and contribute positively in a remote, fast paced and multi stakeholder operating environment. Excellent communication, drafting, negotiation, and interpersonal skills, adaptable to diverse cultural settings. Languages: Strong command of written and spoken English.
