Employee Contract Type: Local - Fixed Term Employee (Fixed Term) Job Description: Job Purpose: The position is responsible for leading, coordinating and providing comprehensive support in executing Design, Monitoring, and Evaluation (DME) processes and delivering quality DME products across assigned Programs and Projects. It plays a key role in ensuring the timely and high-quality implementation of all DME-related events and tasks, in alignment with WV’s DME policies, standards, and guidelines. This role also contributes to strengthening the overall DME systems and practices within the organization. Additionally, the position will lead and support M&E functions across programs and projects, including the rollout of appropriate M&E systems to enhance program effectiveness and accountability. A critical component of this role is building the capacity of World Vision Bangladesh and partner staff on DME to ensure smooth and effective implementation of Program Quality Assurance mechanisms. The position will provide technical guidance and tools to assess and monitor the quality of outcomes, outputs, and activities aligned with the IPF, Standard Operating Procedures (SOP), and project logframes at both AP and project levels. It will support the measurement and reporting of strategic KPIs, adaptation of program and project-based monitoring tools, data management systems, and reporting mechanisms. This role includes facilitating community engagement by supporting the development of community-based monitoring tools and systems, and building the capacity of community members, partners, Upazila stakeholders, and AP teams on DME functions. This position will contribute to the execution of baselines and evaluations—particularly AIM and AIM Plus—ensuring the effective use of performance data for decision-making and resource allocation. It will also lead or support assessments, studies, and research initiatives to capture program performance, identify gaps, and inform program improvements. Furthermore, the role will extend support in learning processes such as lessons learned documentation and the ACRP process. It will ensure timely analysis and dissemination of information and reports to relevant stakeholders for effective program implementation and strategic decisions. The position is also responsible for promoting accountability and community ownership in the development process, ensuring compliance with Partnership standards, policies, and Child Well-Being Outcomes. It will contribute to maintaining technical quality and consistency across DMEAL, APA, research, and accountability functions, with a strong focus on data quality assurance, validation, audits, and reporting. Key Objectives: To play a lead role in designing the quality of AP plan and PNS projects as necessary. To ensure the quality implementation process of IPF and SOP. Monitor AP plans and execute the M&E business plan as per standard, promptly. Support in staff capacity building of WVB staff, partner/ partner’s staff, and stakeholders on M&E Capture and ensure authenticity, validity, and reliability of data. Contribute to the development and maintenance of a digital M&E system, demonstrating competency in its effective implementation and utilization. Lead in ensuring all monitoring and evaluation data is sent to the Support Office/donor on time using Horizon/ IMPAQ Regularly conduct data analysis using statistical functions and apply appropriate significance tests to support the APCO, AP, and project teams in evidence-based programmatic decision-making. Reporting with high-level data presentation, report review, and ensuring report quality. Facilitate and assist in conducting program/ project monitoring, program quality check and support the AP/APC/Project team in data use/monitoring findings Take lead role in conducting baseline, evaluation, AIM and AIM Plus documentation of lessons learned, best practices and study. Establish and operationalize a functional Community-Led Monitoring and AP-based Monitoring System, including the adaptation of monitoring tools and information flow systems to support effective tracking and learning under the IPF Ensure comprehensive documentation and analysis of all DME events, providing timely and relevant insights to management for evidence-based decision-making Conduct AP-level data audits and validation, ensuring data accuracy, reliability, relevance, and quality through regular field visits to assigned APs and projects, or any other initiatives as delegated by the supervisor Show case program impact, Most Significant changes and share time to time. Prepare quality of DME processes and products and share DME products/reports with different-level stakeholders Coordinate within AP/Upazila, the technical team of WVB, and partners, including internal and external stakeholders Facilitate the preparation and submission of AP Annual and Semi-Annual Report for approval using Horizon/ IMPAQ. Contribute to proposal development for Grants/PNS. Support effective community engagement through the application of APA and partnership approaches at the AP/APC level, fostering community and partner ownership in the development process Support in conducting Partnership Health Check and tracking progress in the partnership Technical support to DME & program staff to ensure a quality process of annual community reflection and planning at the AP level. Support PQA to develop/update an integrated NO M&E system and make it functional at the field level based on learning. Provide technical support to facilitate/contribute to developing/reviewing guidelines; contextualize tools and approaches; ensure translation of tools and testing before disseminating to the field for mass use. Support execution of M&E-related guidelines, DME mandate, standards, and policies. Ensure M&E relevant documents are available, related data/products at the AP level to use NO level reporting. Ensure that WVB’s programs at the AP/Project level are transparent, inclusive, and accountable to children, families, and communities by effectively managing feedback and complaint mechanisms and promoting community participation Collaborate closely with PQA team members and other National Office departments—particularly SCM for consultant hiring and proposal analysis, and P&C for recruitment—providing support to other departments as needed. Overall, represent the PQA function at the field level, ensuring adherence to program quality standards and practices End Results: Programs and projects are designed in alignment with World Vision Partnership standards, ensuring quality, compliance, and readiness for effective implementation. An effective monitoring system is executed across WV Bangladesh, ensuring continuous tracking of program quality and enabling data-driven decision-making Baselines, AIM Plus, and evaluation processes and products are effectively implemented in alignment with World Vision Partnership standards, ensuring data quality and actionable insights for program improvement. The Digital M&E system, including platforms such as Horizon and IMPAQ, is established and continuously strengthened to enhance data management, analysis, and reporting for improved program quality and accountability Support for community engagement and partnering is effectively ensured, fostering ownership and collaboration among community members and stakeholders in the development process The capacity of AP/APCO teams, Community Facilitators, partners, and other stakeholders is strengthened to ensure the effective and seamless operation of DMEAL functions. Program effectiveness is enhanced through active contribution to planning, implementation, and continuous improvement processes, ensuring alignment with quality standards and community needs The Program Accountability Mechanism is effectively implemented, ensuring transparency, responsiveness, and community participation in program planning, implementation, and monitoring. The quality of all in-house and outsourced research is assured in alignment with established standards, ensuring credibility, relevance, and utility of findings for program learning and improvement. Personal and professional development is actively maintained through continuous learning, reflection, and engagement in capacity-building opportunities to enhance performance and contribution to program quality. Required Education, training, license, registration, and/or Certification: Master's Degree in a relevant social science/statistics, combined with multi-sector and cross-functional skills acquired through formal education and work experience. Knowledge of DME systems, processes, methodology and tools Must know various responses and developments in sectors and interventions such as Health, Education, Livelihoods, Child Protection, WASH, etc. Sound knowledge and skill in developing and establishing effective M&E systems of IPFs and SOP at the program/ project level Should have excellent data analytical skills using different updated computer software.
