Description

Under the direction of the Coordinator of Desktop and Mobility Services, the Programmer Analyst 2 is responsible for supporting, coordinating, troubleshooting and maintaining all IT application systems and infrastructure to achieve departmental technology objectives at the Winnipeg Fire Paramedic Service which is an emergency services environment.

As the Programmer Analyst 2 you will:

  • Perform requirements gathering, analysis, design, configuration, coding, testing, maintenance and documentation of information systems.
  • Troubleshoot existing systems determining problems, identifying solutions and implementing approved solutions.
  • Investigate modifications or enhancements to systems and assist in the installation of these modifications and enhancements.
  • Troubleshoot and maintain all levels of IT and Communications infrastructure, including desktops, laptops, rugged laptops, printers, routers, and wired, wireless, and cellular networking.
  • Maintain accurate records, and prepare system and user documentation, including instructions and procedures.
  • Provide training/consulting to users on specific applications.
  • Provide assistance, consultation and support to end users as requested through the service desk.
  • Prepare work plans indicating resource and time estimates for activities/projects.
  • Prepare status reports reflecting current and projected workloads, and recommend alternative actions
  • Maintain knowledge of current and emerging technologies.
  • Seek opportunities for automation of manual systems or improvement of existing automated systems and applications.
  • Investigate, recommend and purchase new hardware, software or infrastructure equipment, and assist in the configuration and installation of same.
  • Assist in maintaining accurate hardware inventory records and tracking all software application licensing.
  • Perform other related duties consistent with the classification, as required.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Bachelor’s degree in Computer Science, or a reasonable equivalent in training and experience.
  • A minimum of one (1) year of related work experience in supporting software applications using Microsoft technologies (Programmer Analyst 1).
  • A minimum of two (2) years’ of related work experience in supporting software applications using Microsoft technologies (Programmer Analyst 2).
  • Experience in analyzing, configuring, coding, testing and documenting systems.
  • Ability to investigate, analyze, evaluate and resolve application related problems.
  • Ability to investigate, analyze, evaluate and resolve a wide variety of network, desktop, software and hardware related issues.
  • Knowledge of SQL and relational databases (MS SQL Server and/or Oracle) an asset.
  • Interpersonal skills and an ability to maintain an effective working relationship with all levels of personnel within the civic service, as well as with outside contacts.
  • Experience in supporting desktops, laptops, and networking equipment.
  • Ability to accurately document existing solutions and specifications.
  • Knowledge of project management methodologies would be an asset.
  • Ability to meet project deadlines and to work independently with a minimal amount of supervision.
  • Ability to work independently, as well as in a team environment.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to learn new technology and remain current.
  • Ability to work under stressful conditions and time deadlines.
  • Ability to acquire within six (6) months of appointment working knowledge of the City and the WFPS’s:
  • Standards, directives, guidelines, protocols, policies, procedures, and practices relevant to this position’s responsibilities.
  • Familiarity with the specific systems and process in place within WFPS.
