Description:

The Programs & Standards Specialist serves as a provincial leader in the development, implementation, management, quality assurance and promotion of SAFE Work Manitoba standards and programs. The incumbent sets standards, certifies and trains partners, approves training providers and courses, grants authorizations and rewards, and ensures quality and consistent application of standards and programs across Manitoba.

QUALIFICATIONS:

University Degree in a related field
Minimum five (5) years of experience in the design, development, implementation and management of complex and/or systemic initiatives, standards and/or programming with a minimum of three (3) years in a safety and health environment.
Certification/designation in occupational health and safety required
Advanced knowledge of occupational safety and health theory, strategies and industry-leading trends and practices
Knowledge of leading practices in professional certification and rebate and training programs including the development of performance standards and metrics
Knowledge of project management principles and practices
Knowledge of quality assurance practices
Proficiency in the use of personal computers and software (Word, Excel and PowerPoint) in a Windows environment
Well-developed research and analytical skills including the ability to obtain, assess and evaluate data to support decisions
Strong interpersonal skills with demonstrated ability to utilize tact and discretion in dealing with contentious decisions, complex issues, and potentially confrontational contacts
Ability to interpret and apply provisions of The Workplace Safety & Health Act & Regulations, Canada Labour Code Part II, and the Workers Compensation Act and Policies
Ability to communicate effectively both verbally and in writing including developing programs and delivering presentations
Ability to adapt to a changing environment
Ability to work independently and collaboratively in a team environment with multiple stakeholders
Must be able to travel as required including within city limits and within the province of Manitoba
Ability to communicate proficiently in both official languages (English & French) is an asset, but is not required

Responsibilities:

Leads the design, development, implementation, management, quality assurance and promotion of safety standards and programming initiatives with the goal of promoting and recognizing genuine and effective efforts in Manitoba workplaces in accordance with the strategic direction set by SAFE Work Manitoba (SWMB).
Works independently and/or collaboratively within SWMB and with external stakeholders to plan, develop, administer, implement, support and improve new standards and programs and/or revise current standards and programs that are required to implement SWMB plans including but not limited to certification, rebate and education efforts.
Builds alliances, professional relationships and partnerships with key internal, public sector bodies and external stakeholders including, but not limited to, Industry Based Safety Programs (IBSPs), Workplace Safety & Health, training providers, industry groups and advisory committees to promote and ensure support for SWMB initiatives.
Gathers and analyses data from multiple internal and external sources to monitor and report on current and on-going relevancy and effectiveness of safety standards and programs, ascertains correlations between standards/program and injury rates, ensures alignment with appropriate provincial, national and international standards, makes required updates and changes to SWMB standards and programming as required.
Creates and modifies data focused analytic reports for internal and external stakeholders, measuring and assessing various data sets.
Approves and/or certifies partners/courses for various programs; develops quality control processes and metrics for tracking; audits for adherence and effectiveness; makes recommendations for improvement and resolution of complex issues, while working with certifying partners, employers and internal departments.
Leads and participates on project teams for various SAFE Work Manitoba initiatives and strategies. This includes developing, managing and monitoring projects and initiatives.
Acts as an ambassador/representative for SAFE Work Manitoba on committees and at events.
Conducts outreach activities to promote safety standards and programs at conferences, trade shows, and other relevant events.
Provides technical expertise, as a subject matter expert, and/or training to internal and external stakeholders on SWMB initiatives, programs, standards and processes.
Facilitates the Manitoba Advanced Safety and Health Auditor Training course and performs evaluations against the standards and manages the review on SAFE Work Manitoba training course materials.
Stays current on leading best practices and initiatives in other jurisdictions; maintains current knowledge of SWMB programs, standards and initiatives.
Performs other related duties as assigned.
