Organizational Setting and Reporting Relationship The position of Project Analyst is assigned to the Kyrgyz Resident Mission (KYRM) within the Central and West Asia Department (CWRD). You will be based at our Resident Mission in Bishkek, Kyrgyzstan. You will report to designated International Staff and Officer. Your Role As a Project Analyst, you will provide analytical support to project administration for assigned projects and coordinate different activities for CWRD and KYRM-related project processing for the Sector Group, mainly, but not limited, to the Human and Social Development Sector Office. You will: Provide support in project/technical assistance (TA) implementation, administration and portfolio monitoring which includes monitoring of physical and financial progress, monitoring outputs and deliverables, following up submission of project reports and financial statements, communicating with and assisting executing agencies to facilitate the disbursements, monitoring project compliance and covenants, and maintaining related documents, records and files. May participate in missions for assigned projects as requested by supervisors Provide procurement and consulting services recruitment support which includes review of procurement/ consultant recruitment- related submissions from the executing agencies, assisting supervisors to prepare consultant recruitment-related documents for TAs, addressing enquiries of the executing agencies, and coordination and communication with ADB departments/ offices related to the procurement and recruitment. Provide reporting and documentation support for project/TA monitoring. Support in project/TA processing which includes assisting in the preparation of project/ TA approval documents, providing necessary data for preparing the project/ TA approval documents, the time management of the project/ TA processing to ensure approvals, document preparation and arranging for meetings at each stage of project/TA processing, assist supervisor's quality assurance of project/TA processing documents, and ensuring compliance with project/ TA processing requirements of ADB and CWRD. Arrange travel and meetings of supervisors, document preparation, internal and external communications and coordination, filing, recording, and any other support as needed by supervisors. Perform any other duties as may be required and reflected in the incumbent's work plan. You will need: Bachelor's degree in finance, accounting, business administration, human development, engineering or other related fields. At least 5 years of experience supporting the processing and implementation of development aid projects and technical assistance. Knowledge of procurement, consultant recruitment, and disbursement processes. Experience in portfolio monitoring and data analysis. Excellent skills in written and verbal English and Kyrgyz communications. Strong proficiency in spreadsheet management and essential information technologies. This opening is a local staff position. It is open only to nationals and permanent residents of Kyrgyzstan This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
