In order to carry out its projects, VIA Rail is looking for a Project Control Officer (PCO) to join the Corporate PMO (Project Management Office). As such, you will have a leading role in performing project controls on projects supporting one of the run the business portfolios within VIA Rail.
More specifically, the role will be to contribute and align the following subject areas related to project controls: schedule management, cost management, change management, risk management and quality management throughout the project delivery life cycle phases. They will be the liaison between the Corporate PMO and project delivery to make sure the use of standards, methodologies, templates and tools are used in projects.

Responsibilities:

  • Monitor and control project finances (accruals, forecasts, budgets, invoicing)
  • Ensure that the monthly financial project management cycle’s timelines are respected (accruals, quarterly outlooks and forecasts delivery)
  • Work closely with Procurement, Finance and Accounts Payable on change requests and invoicing
  • Manage project delivery monitoring and control: overseeing progress reports and updating project logs (approvals, contingencies use, change requests, open points, risks, issues, resources, capacity planning, etc.)
  • Contribute to project start up activities: drafting business plans, financial justifications and project plans, timelines/milestones and budgets
  • Analyze and assess project progress and support project and portfolio managers in implementing mitigation measures, as well as assisting them with reporting
  • Advise project managers and program team members on the use of management standards and methods as well as templates and other tools.
  • Contribute to project completion activities: addressing outstanding issues, managing lessons learned and closing out the project administratively.

Requirements:

  • Bachelor’s degree in engineering, administration or management, with from three (3) to five (5) years’ relevant experience as a project controller. Work related to rail infrastructure is an asset.
  • PMI certification (CAPM or PMP), an asset.

Competencies:

  • Strong proficiency in Microsoft Excel and Microsoft Office.
  • Working knowledge of Microsoft Project, the Microsoft Project Online environment and Power BI (or planning tool)
  • Knowledge of document management best practices and the SharePoint tool.
  • Knowledge of cost tracking and project planning.
  • Knowledge of PMBOK and other project management methodologies, an asset.
  • Familiarity with Oracle’s project costing modules, an asset or equivalent ERP tool.
  • Sense of urgency, organization, planning and prioritization.
  • Ability to work independently as well as in a team.
  • Strong communication skills.
  • Problem solving skills. Self starter.
  • Bilingualism (English and French).
