Job Description We are seeking a highly experienced Project Controls Manager to lead and manage all project controls functions for large-scale multidisciplinary design projects. The role will oversee planning, cost control, reporting, risk, change management, and data governance while leading a team of project controls professionals. The ideal candidate will bring strong leadership capability combined with hands-on expertise in both planning and cost control within complex design environments. Key Responsibilities Leadership & Governance • Lead and manage a team of project controls engineers and planners • Establish project controls governance framework across assigned projects • Develop and implement project controls plans, procedures, and reporting standards • Ensure consistency, data integrity, and compliance with contractual and corporate requirements • Provide strategic oversight to support Project Directors in decision making Planning & Scheduling • Develop and maintain integrated design schedules using Primavera P6 or equivalent • Develop detailed planning packages including WBS, deliverable mapping, interfaces, and milestones • Align schedules with contractual milestones and submission requirements • Conduct critical path analysis and scenario modelling • Monitor progress and recommend recovery strategies Cost Control & Forecasting • Establish project budgets and cost breakdown structures • Implement Earned Value Management where applicable • Monitor actuals vs budget and analyse variances • Develop and maintain Estimate at Completion and Estimate to Complete • Prepare cash flow forecasts and revenue projections • Support financial reporting and margin analysis Data Management & Reporting • Develop and maintain Master Deliverables Register (MDR) • Implement structured reporting dashboards using Power BI or similar tools • Manage large datasets from multiple disciplines and ensure data accuracy • Automate reporting workflows and improve data visualization standards • Deliver executive-level reports highlighting performance, risks, and trends Risk & Change Management • Facilitate risk workshops and maintain project risk registers • Quantify schedule and cost risk impacts • Support development of mitigation strategies • Manage change logs and evaluate impact of variations • Provide integrated impact assessments across schedule, cost, and resources Stakeholder Management • Interface with internal design teams, commercial teams, and external stakeholders • Support client reporting and technical presentations • Provide advisory input during bid and tender phases where required Qualifications Bachelor’s degree in Engineering, Construction Management, or related discipline • 15+ years of experience in project controls within large infrastructure or design projects • Proven experience managing multidisciplinary design packages • Strong experience in both planning and cost control • Demonstrated experience leading project controls teams Technical Skills • Advanced proficiency in Primavera P6 • Strong knowledge of Earned Value Management • Advanced data analytics and reporting skills using Power BI or equivalent • Strong Excel modelling capabilities • Experience managing MDR systems and large deliverables databases • Familiarity with risk management tools and quantitative analysis • Knowledge of ERP systems is an advantage Behavioural Competencies • Strong analytical and structured thinking • High attention to detail • Strong leadership and mentoring skills • Commercial awareness and financial acumen • Ability to operate in fast-paced, high-pressure environments Preferred Experience • Experience in GCC infrastructure or port/marine projects • Experience working within international consultancy environments • Exposure to design & build or EPC interface environments Business Line: Transportation Type of contract: Permanent contract Service Line: Structures Region: Middle East and South Asia Job Family: Project Cost and Control Profession: Project Control Manager
