Requisition: 2555 Position Title: Multi-Level Project Controls Specialist Work Location: INTEC Shift Schedule: Monday-Thursday 4x10s Salary Grade: 14 Salary Range- Min: $68,395 Mid: $87,800 Max: $107,210 Salary Grade: 17 Salary Range- Min: $98,575 Mid: $126,305 Max: $154,030   Position Purpose: The project controls engineer (PCE) resource will: •Produce and analyze schedule and cost status reports •Perform data verification/validation •Create monthly Earned Value Management System (EVMS) reports •Review project progress •Utilize project data systems •Provide estimate development and proposal support •Maintain the Performance Management Baseline (PMB) •Support management team at meetings, i.e. Project Performance Reviews, Project Status Reviews, Monthly Status Reviews, Life-Cycle Baseline meetings, funding meetings, and misc. data calls. •Support internal DOE, I.G. and GAO audits as required •Make recommendations for innovative ideas or approaches to processes and procedures to increase efficiency and effectiveness. •Responsible for completion of assigned training, qualifications/certifications, assigned reading and required readings. •Provide support for cost savings initiatives.    Responsibilities also include supporting the control account manager (CAM) and project team to develop work package budgets and schedule activities as part of the PMB.   Preferred skills: • Critical Path Method (CPM) scheduling experience. • Forecasting experience utilizing bottoms-up or estimating approach (Estimate at Completion). • Cost and data analysis. • EVMS including Baseline Management and Change Control. • Ability to communicate effectively with a variety of project team members. • Advanced Excel experience. • Familiarity With Deltek Cobra. Oracle Primavera P6, and Deltek CostPoint.   General requirements: • Promote safety and security, safety awareness, and quality assurance as related to project controls functions. • Works in accordance with approved training, policies, procedures, and instructions and in a safe manner. • Maintain assigned reading and required reading as required for the position. • Perform work in conformance with the Integrated Safety Management System (ISMS), Voluntary Protection Program (VPP) principles and functions, and Stop Work Authority. • Participate in the identification and resolution of health and safety issues through active involvement and support of the employee safety programs. • Make recommendations for innovative ideas or approaches to processes and procedures to increase efficiency and effectiveness. • Responsible for completion of assigned training, qualifications/certifications, assigned reading and required reading. • Provide support to cost savings initiatives.   Minimum Qualification Requirements (Education/Experience): Bachelor's degree in a related business field or equivalent experience, plus 1-year relevant experience.   Special Requirements/Training (Optional): Desired Qualifications: 1. Communication Skills- Communicate using a variety of media and methods, with focus on verbal and written skills, and presentation skills to the degree required for work utilizing Excel, PowerPoint, Word, Microsoft Office Outlook and/or other software as appropriate. Communication skills enable coordination of various tasks and assignment actions. 2. Organizational Skills- Organization skills required to effectively multi-task and provide quality support to a large volume of projects and customers. Ability to appropriately prioritize work and adjust priorities as needed to ensure meeting required commitments. 3. Teamwork Skills- Interpersonal relationship skills required to effectively work with peers, managers, and customers both within and external to the organization and company. Must work well with all levels of IEC organization. Must possess company level understanding of safety requirements and accept responsibility for personal and co-worker safety. 4. Versatile, Adaptable, and Initiative- Must have capability and willingness to adapt to the changing environment, requirements and/or assignments with a demonstrated positive can-do attitude. Requires initiative to learn new processes, procedures, requirements, and software, etc. in a timely manner. Initiative required to seek out help, find solutions/answers, volunteer for assignments and support others when needed. 5. Work independently and accepts responsibility, demonstrate appropriate judgement and decision making. Demonstrated ability to work with minimal to no supervision and accept responsibility for products and actions.   Demonstrated ability to make appropriate judgements and decisions with minimal to no management input in various situations with appropriate level of risk involved. 6. Supports the implementation of Integrated Safety Management System (ISMS) by (1) integrating applicable Core Elements and Guiding Principles into programmatic processes to execute work activities in the context of ISMS program, (2) providing support to projects and operations in establishing clear, balanced priorities with safety as the key objective. (3) validating that key personnel have the competence commensurate with assigned responsibilities necessary for appropriate execution of ISMS related work direction, control, and oversight systems, (4) assessing the effectiveness and efficiency of implementation for ISMS execution to provide systematic feedback for continuous improvement, (5) communicating the flow of responsibility and accountability for ISMS execution, and (6) supporting and providing oversight for subcontractor ISMS implementation.   Position Responsibilities: Maintain Performance Measurement Baseline, Forecast, and Schedule.
