JOB DESCRIPTION:

This requirement provides for program management services in support of various SDD program management business and technical functions necessary for sustaining all product-lines within SDD’s CBIS PMO. The Contractor shall support the SDD by performing a variety of functions including but not limited to:

  • Provide project management support for the Government lead for assigned product activities, such as requirements, design, development, testing, integration, implementation, and sustainment.
  • Manage all activities associated with official meetings, including preparing all read-ahead materials, and compiling meeting minutes. Provide administrative support (logistics for setting up meetings, record keeping, etc.).
  • Provide progress and project reports and other related reports to support Product/Project Manager(s) and Government lead(s). Support communication with stakeholders on issues that can be technical and complex in nature. Ensure tracking of activities and issues.
  • Additional tasks to support the Government that are required to perform this function include but are not limited to the following:
  • Integration Management - Provide integration services including but not limited to: integration of lifecycle functions into the technical and product management process, integration analyses, design and development of integration software, prototyping, and baseline assessments, metrics management, optimization, and segmentation.
  • Scope Management – Support the Government Lead to incorporate new project scope from information management, services, and relevant stakeholders. Verify and validate scope and closely manage changes to the scope throughout the life of the project. Verify all approved change requests have been applied to the requirements in the SDD requirements database. Ensure bi-directional traceability of functional requirements to technical requirements. Ensure systems are in compliance with configuration management, cybersecurity, and systems engineering policies.
  • Briefings and Documentation - Support the Government Lead by ensuring that briefs, information papers, and other project documents are available for review by the Government Lead well in advance of any scheduled briefings or due outs to Stakeholders.
  • Cost Management - Support the Government Lead to plan resources for the projects including but not limited to staffing, hardware, software, travel, material, third-party services like subcontractors, and more. Support budget creation that sets expectations for the investment required to achieve the desired results. In collaboration with the requirements teams, acquisition documentation team, cost estimators, and other stakeholders, support the preparation of Defense Business System Certification packages and Office of Management and Budget Information Technology 300 (OMB IT-300) exhibit.
  • Quality Management - Support the Government Lead in planning for project quality, including but not limited to: conducting internal verification of documentation deliverables, requirement inspections, independent verification, and validation of delivered software, software code quality checks, and incorporating technical reviews. Support Government lead and Quality Assurance team (QA) to design develop and execute QASP. In collaboration with QA, monitor QASP execution and support development of summary reports for Contractor Performance Assessment Report (CPAR) input.
  • Communications Management – Create, maintain, and execute a communications plan for the project. Host/support required meetings and forums including but not limited to Integrated Product Team (IPT) meetings, which provide stakeholders with increased visibility of planned project activities and serve as a forum that ensures project risks and issues are efficiently communicated and effectively mitigated. Meeting minutes must be prepared within two workdays following the meeting. Provide administrative support (logistics for setting up meetings, running video conferencing, record keeping, etc.). Effectively communicate relevant project information to senior leaders; resolve and/or escalate issues in a timely fashion. Oversee distribution of meeting Agendas/Slides/Handouts/Minutes/Action Items and Artifacts.
  • Risk Management – In collaboration with the SDD risk management team and relevant stakeholders, conduct risk and issue assessments by identifying and analyzing uncertainties, developing mitigation options, and selecting, planning and implementing the appropriate risk mitigations. Record and maintain currency on SDD Risk and Issues Registries. All briefs, minutes, internal and external communications that have risk and issue statements must be accompanied by SDD risk and issue registries ID.
  • Procurement Management - Support the Government Lead in procurement management. This includes, but is not limited to, development of new PWSs; modifying existing PWSs; and hosting SDD Contract Review Boards for relevant stakeholders. Ensure that Lifecycle Management of both hardware and software is properly planned for and managed by the vendors as stipulated in the vendor contracts.
  • Project Planning – Advise the Government Lead on project planning. Develop project plans and documentation, define, and manage project resources, and provide general project and technical support to Government project officers. Establish and maintain Project Plan,, Service Level Agreements and Memorandum of Understanding with organizations within and outside DHA, as necessary.
  • Project Monitoring and Control (PMC) - Monitor, evaluate, and advise the Government on contract deliverables associated with assigned projects for operational effectiveness, functionality, cost, efficiency, benefits, contract, and technical compliance. Establish and maintain file maintenance plan to manage project artifact configurations. Conduct quarterly audits to ensure all contract holders follow the plan. Prepare monitoring reports including but not limited to Interim Progress Reports (IPR), Quad Charts, and Quarterly updates to the Annual Performance Plan. Provide requested PMC Reports. PMC may be performed using several means to include the ServiceNow ticketing systems, MilSuite, and SharePoint products.
  • External Services - Provide support to assist with the establishment and maintenance of agreements between SDD projects and other agencies. These agreements include but are not limited to: Memorandum of Understanding (MoU), Memorandum of Agreements (MoA), and Service Level Agreements (SLA). Lead efforts to transition a project into or out of SDD PMOs, terminate a project, and/or move a project from existing platform to a new platform. Utilize the SDD recommended tool set (such as Serena Business Mashups) and support agreement processes to ensure compliance with Federal, DoD, and SDD standards and requirements per the direction of SDD leadership.
  • Process Assets – Provide support for the development and maintenance of the Program Offices’ process assets including but not limited to: policy, plans, procedures, templates, checklists, quick reference guides, and training. Review process assets annually for updates. Provide training for the Program Offices’ staff on the processes via forums such as Project Management Methodology training series.
  • Technical Management - Provide support for Technical Management in daily project operation and execution of development and cooperative research initiatives. Lead efforts in Technical Planning, Requirements Definition, Interface Support, Risk Management Support, Configuration/Release Management Support, Technical Data Analysis, Technical Assessment and Decision Analysis. Assist as needed in the review of deliverables, facilitation of service meetings, and execution of the Change Control Process. o Measurement - Define a set of measures that are relevant to business requirements, and which will support the identification of effective improvement opportunities. Adopt a structured approach to gathering, processing, and analyzing the measurement data in order to identify improvement opportunities Agendas/Slides/Handouts/Minutes/Action Items and Artifacts.
