  SAVE THE CHILDREN INTERNATIONAL VACANCY ANNOUNCEMENT (FOR MYANMAR NATIONAL ONLY) ROLE PROFILE TITLE: Project Coordinator (Direct & Partner) (Ring Fence) TEAM/PROGRAMME: Programme Implementation               LOCATION: Yangon, Head Office Number of Position: 1 GRADE: NAT- 3              CONTRACT LENGTH: Fixed Term  CHILD SAFEGUARDING: Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff. ROLE PURPOSE: Under the direct supervision and coordination of the Project Manager, the Project Coordinator will be responsible for the successful management and implementation of the humanitarian project through Health, Nutrition, WASH, Child Protection and Child Poverty sectors in project areas. And the technical support and operational management for partner teams. This programme aims at provide the Emergency Responses and Assistant for targeted area. The  Project Coordinator is responsible for the effective & efficient operations of the SCI emergency responses and partner management, its programme in the Rakhine region where they will be primarily based. This includes line management of the Poject Officers , Project Assistants, Outreach Workers and Community level volunteers of the project. This position holder will also have the responsibility to manage performance and develop capacity of project staffs. This position will closely work with the Project Manager and other Project Coordinators and area management team.    The project will also be responsible for coordinating and managing Save the Children’s Child  Protection implementation (case management and MHPSS) in Rakhine. The overall aim of the Project  Coordinator will be to provide coaching and supervision support of project team, ensure children have  accessed timely and adequate services. Follow up critical and complex issue together with the project  officers, support project planning, monitoring, reporting and evaluation processes, facilitate regular  case management meetings, reviews, request or call regular meetings as necessary, coordinate with  INGOS, local NGOs and authorities and etc. S/he should actively engage in ensuring the quality of  psychosocial activities for children and adolescents and strengthening of community-based child  protection mechanisms.  Reports to: Project Manager – MHF Staff reporting to this post: ( Project Officer and Partner )  Budget Responsibilities: Authorise expenditure up to 5000 USD Travel: (Frequent over 12 days per month)  Role Dimensions: Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts KEY AREAS OF ACCOUNTABILITY :  Assessment / survey  •             Assist to Project Manager for baseline/endline survey, program related assessments , data entry and assist in design of project activities in Food Security programing in line with agreed work plan. •             Collect program data for operations research as needed.   Planning and Implementation  •             As part of a Health & Nutrition Program, the position holder will be expected to work closely with all •             Health & Nutrition sectors of this project, coordinating all activities with the other PC and providing •             support and information whenever necessaryAssist to manager for all aspects of expansion for target areas , assist in village selection, beneficiaries selection and prioritization with partners and field staffs.  •             Support Project Manager to ensure the program delivering effective programmes for children and are accountable to children and beneficiaries  •             Draw and set up Cash and Hygiene Distribution plan and then ensure to complete targeted work plan (DIP) on time and quality fully and report to Program Managers.  •             Assist Programme Manager in preparing work plan and budget estimation •             Develop the project implementation strategies and operational work plan coordination with area management team, field staffs and area based donor focal staff.  •             Managing the quality Distribution Point Management system and strategy.  •             Managing the quality and smoothly Distribution process in targeted communities. •             Facilitation the staffs skill development training for project staffs.  •             Responsible for addressing any project-related issue quickly and raise any potential risks or issues to the Programme Manager.  •             Ensure the active participation of most vulnerable groups and reach to project quality assistants in targeted area.  •             Ensure the Do No Harm approach for the whole project implemeantion base on community situation. (eg; desaster, Conflict , etc;…) •             Supervise overall operations of the targeted areas with regards to the community skill development traning, training facilitation skill improvement and implementation;  •             Inform Program manager regularly the update of local information and actively participate in the effective adaptation of implementation approach ,with creative idea in the context of update situation  •             Any other duties and tasks assigned by the supervisor.    IEC and Procurement process  •             Develope the Procurement Plan and ensure the guideline of Donor and SCI principle.  •             Assist the Livelihoods Program Manager in ensuring that project inputs are provided in a timely manner; procure/arrange for project supplies and materials as needed.  •             Coordination with communication focal and Supply chain team for Printing and design developing under the donor visibility guildline.  •             Work with financial, administrative and logistic staffs regarding all programmatic aspect of the project.  •             Develop/update the monthly Cash and Hygiene andistribution plan for intime distribution and procurement follow up plan in coordination partner    Documentation and data quality management  •             Develop the program activities tracker for beneficiaies information and program activities detail information •             Ensure the quality photo and project developed key documents.  •             Filing the program use and community supported data •             Coordination with regional MEAL team for program data tools development and collection  •             Assist to Program manager for managing the office documentation system and data secureity.    Reporting  •             Provide the regular field visit report and updating the Monthly Actual Progress Update of program achievme and planning.  •             Assist to generate monthly and annual reports on all operations under supervision coordination with Program Manager. •             Regular supporting and collecting the update achiemvement, key challenges and update local context.  •             Solve immediately the problem of any field level implementation and Reporting to the Program Managers on time; •             Assist to Program Manager for Donor report writing, community feedback mechanism, and MEAL relative report.  •             Ensure the regulare Case study/ success story collection practices    Budget Management  •             Assist and regular communication with Program Manager for funding needs, managing cash flow and cash request to Program Managers; •             Manage Project Assistants to implement activities within budget and in accordance with the agreed work plan.  •             Coordination with Finance team and supply chain team for smoothly implementiaton and intime expend base on regular monthly cash forecast plan.  •             Ensure that the Area team meet the standard budget variance quarterly and at the end of the financial year  •             Assist to Program Manager to appropriately delegate budget management responsibilities to the programme staff coach & supervise for ensuring that programme staff are empowered, capacitated and enabled to manage & control the grants and support budgets.  •             Assist to Program Manager for monthly Budget Variance Analysis and workplan development.  •             Support/Coordination with partner and area management team for budget management and key issues of program expend base on monthly forecast amount.    Project Quality Managrment    •             Facilitate necessary preparatory work for monitoring and evaluation (M&E);
