Vacancy is in CIP (Watershed Management) Salary Range:  $64,893 - $104,479      Salary Grade:  21     FLSA:  Exempt Purpose of Classification: The purpose of this classification is to assist in managing an assigned program and to coordinate assigned projects for the County's Watershed Management department in compliance with applicable local, state, and federal rules and regulations. Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate. Assists in managing assigned program; evaluates the effectiveness and efficiency of program operations; makes recommendations regarding and implements priorities, goals and objectives; monitors program requirements and deadlines to ensure compliance; coordinates program activities with program management teams, contractors, vendors, County staff, and other key stakeholders; and assists in preparing program documents for County administrators and Board of Commissioners action and approval. Assists the program administrators with strategic and long-range planning for program operations; participates in planning efforts at the local and regional level; monitors pending legislation for impact on operations; keeps program administrators apprised of developments at the state and federal level; and ensures compliance with new legislation. Coordinates assigned projects; monitors daily project activities; resolves problems; attends meetings; sets and monitors budgets and schedules; monitors project progress; and provides status reports to program administrators as requested. Assists in the bidding process for assigned project; reviews proposals; interviews selected firms; administers contracts; ensures compliance with contract documents; prepares and submits change orders; verifies pay estimates; and prepares and submits required documentation. Inspects projects for compliance with plans, specifications and regulations; visits projects in progress; meets with contractors; ensures safety compliance; monitors quality control; performs completion walkthroughs; and compiles, prepares, and submits related reports. Provides information and technical assistance to contractors, engineers, other County employees, or other individuals/agencies regarding program compliance, status and related issues; discusses problem areas and recommends solutions to problems; and responds to routine questions. Minimum Qualifications: Bachelor's degree in Engineering or closely related field; five years of experience in project and program management related to area of assignment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
