Description
The trainer shall design, deliver, and follow up on a structured PCM training program composed of four learning phases, combining theoretical instruction, practical case work, and applied exercises. He/she will be directly responsible for: Training design and preparation · Develop a comprehensive PCM training curriculum tailored to the institutional context and operational needs of the NCPD. · Design training materials, including manuals, presentations, templates, exercises, and case studies relevant to disability-focused public sector programming. · Adapt internationally recognized PCM tools (e.g. problem tree, stakeholder analysis, logical framework, work planning) to NCPD’s operational environment. · Prepare pre-training assessment tools to evaluate participants’ baseline competencies and learning needs. · Develop detailed session agendas for each training phase. Training delivery (Four phases) The consultant shall deliver the PCM training in four structured phases as follows: Phase 1: Core PCM foundations (6 days), tentatively February 2026 · Introduction to Project Cycle Management concepts and principles. · Project identification and problem analysis techniques. · Stakeholder analysis and participation approaches. · Logical Framework Approach (LFA) and results analysis. · Project formulation and activity planning. · Risk analysis and sustainability planning. Phase 2: Applied project design and planning (3 days), tentatively April 2026 · Practical exercises on concept note development. · Work planning and budgeting fundamentals. · Results-based planning and use of indicators. · Hands-on application using real NCPD project cases. Phase 3: Monitoring, reporting and adaptive management (3 days), tentatively May 2026 · Introduction to monitoring systems and performance management. · Progress tracking, reporting structures, and accountability. · Interpretation of results and adaptive decision-making. · Simulation exercises on project reviews. Phase 4: Consolidation and advanced PCM practice (3 days), tentatively December 2026 · Review of applied PCM practices used by NCPD during the year. · Problem-solving clinics based on real institutional challenges. · Strengthening planning quality and result orientation. · Sustainability strategies and institutionalization of PCM practices. Coaching and practical application · Facilitate group work and peer learning during training sessions. · Support staff in applying PCM tools to live projects and institutional plans. · Provide coaching during exercises and case work reviews. · Guide participants on transforming PCM concepts into operational planning. Training evaluation and learning Assessment · Design pre- and post-training assessment tools. · Evaluate learning outcomes and participant performance. · Analyze training effectiveness and lessons learned. · Provide recommendations for institutionalizing PCM practices within NCPD. Reporting and documentation · PCM handbook tailored to NCPD. · PCM tools and templates to be used by NCPD staff. · Final training report with assessment results and recommendations., challenges, progress, and achievements throughout the training cycle. 1. Deliverables The Consultant shall be responsible for delivering the following outputs, which together constitute the full scope of the PCM training assignment. Deliverables shall be submitted in English, in editable format (MS Word / MS PowerPoint / Excel as appropriate), and validated by the AICS Project manager. Deliverable 1. Inception and training package design Timing: Within one weeks from contract start (3working days) Format: Word. Language: English (executive summary in Arabic). Length: 10-15 pages This deliverable shall include: · A detailed training methodology and pedagogical approach. · A consolidated training workplan and delivery schedule for all four phases. · A participant learning pathway defining targeted competency levels by phase. · Baseline assessment tools (pre-training questionnaire and diagnostic templates). · Phase-specific agendas and session plans. · Training design note explaining how PCM tools will be adapted to NCPD’s operational context. Deliverable 2. PCM Curriculum and training materials package Timing: Before delivery of Phase 1(5 working days) Format: PowerPoint, Word, Excel. Language: Arabic (English versions where needed) Length: 50 pages maximum This deliverable shall consist of a complete PCM training package including: · Participant handbook covering all PCM concepts. · Presentation decks for all four training phases. · PCM templates and tools (problem tree, stakeholder matrix, logical framework, work plans, risk matrices, basic budget templates). · Practical exercises and simulation materials. Deliverable 3. Phase completion reports (4 reports) One report shall be submitted after each training phase. Timing: Within 5 days after each Phase (8 working days:2 days/report) Format: Word, Excel where applicable Language: English (executive summary in Arabic) Length: 6-8 pages maximum per report Each report shall include: · Summary of sessions delivered. · Attendance list. · Summary of learning outcomes. · Description of exercises and group work outputs. · Key questions raised and responses.
Responsibilities
The trainer is responsible for designing and delivering a structured PCM training program, which includes developing training materials and evaluating learning outcomes. They will also provide coaching and support staff in applying PCM tools to live projects.
