Company Description The NC Centralina One Stop project supports the seven counties that make up the Centralina Workforce Development Board region in North Carolina. EQUUS is the service provider for WIOA Adult, Dislocated Worker, NextGen Youth- ages 16-24, and One Stop services for the CWDB. The project supports seven (7) full service One Stop NCWorks Career Centers in Anson, Rowan, Cabarrus, Iredell (Statesville), Lincoln, Stanly and Union Counties. WIOA Basic and Individualized Services are offered at each Career Center providing both ITA and Non-ITA training as well as Supportive Service assistance and Work Based Learning programs. Business Solution Services are also provided working with region employers to fill talent needs. We work with several partner agencies to provide Center Services. Multiple Community Colleges are key partners along with private training providers to offer short and curriculum-based training programs. Experienced leaders regardless of prior workforce development experience are typically best fit for this opportunity. Job Description Manages successful implementation of a welfare and workforce services contract assuring that all contractual commitments are met. Set clear expectations for all team members, ensure accountability, and appropriately and quickly address human resources and team concerns. Ultimately responsible for adherence to federal, state, and local policies as well as Workforce Services policies and procedures. Responsible for maximization of project funding streams and operating within funding guidelines. Establishes and maintains positive working relationships with the funding source, area employers and all workforce partners to optimize funding, customer satisfaction and community relations. Facilitates project accomplishments and ensures that management decisions and contractual goals are understood and supported by staff. Assure that all staff are trained and meet performance standards as outlined by the contract. Provide leadership, budget/fiscal management oversight, manage staff, and monitor performance management. Develop and maintain relationships with community resources to further program goals Ensure a positive customer experience for all internal and external customers Evaluate the performance and impact of the organization and staff in meeting objectives and delivery of services; perform Quality Assurance and Quality Monitoring Foster a positive, inclusive and accountable culture while promoting the company mission, vision, values, and brand Manage human resource responsibilities such hiring, coaching, discipline (when appropriate) in coordination with the corporate HR team Ensure proper practices regarding record keeping, control systems, and proper reporting Foster a motivational, collaborative, and innovative work environment Administer policies and procedures in accordance with company, funder and program standards Respond timely and fully to all funder and company requests for information and reports. Participate in business development activities including contract rebid and new business activities Present information on project and company activities and progress as invited or required at meetings and conferences Other duties as assigned Qualifications Successful candidates will have the following key skills: Critical thinking with the ability to gather information and develop solutions. High level written and verbal communication skills; able to articulate complex concepts and provide clear direction to teams. Must be able to set expectations for accountability and exercise progressive action steps with teams as needed. Sound judgment to support decision-making, course correction and action planning based on local workforce area needs. Ability to discern needs for improved efficiencies, process improvement and overall change management. High emotional intelligence, resourcefulness and solutions oriented leadership style. Solid essential fiscal management skills with a willingness to grow in this area. Qualifications BS/BA in Business Administration, Organizational Development, Project Management, or closely related field of study; and Operational leadership experience with a minimum of 5 years professional experience organizing, planning, and developing programs and services at a management level, including supervision of others; Senior level management experience managing multiple departments/functions/teams, with direct responsibility to executive leadership or a board of directors strongly desired; or an equivalent combination of education, experience and demonstrated results as determined appropriate for the specific opportunity by the hiring manager At least 2 years of experience providing operational oversight in a workforce development environment desired, but not required Experience in public speaking Intermediate level MS Office Skills Proof of valid driver’s license and liability insurance may be required Fiscal / financial management experience, operational oversight, and experience managing grants and/or contracts Proven ability to manage contractual relationships Additional Information All your information will be kept confidential according to EEO guidelines.
