Please visit our website: www.turnerandtownsend.com Job Description Position Overview We are looking for a highly capable Project Director / Associate Director to join our Building Consultancy Services team. The successful candidate must be an Authorized Person (AP – Surveyor or Architect) and will be required to act as AP signatory on statutory submissions, including A&A plans, BD submissions, and AP certificates. This role leads consultancy services for project management, A&A projects, maintenance & repair works, and government-related contracts, with appointment level dependent on experience. Key Responsibilities 1. Statutory Signatory & Compliance Oversight Act as AP signatory for statutory submissions including: A&A plans and general building plans AP certificates, Forms, confirmations, and declarations BD/FSD coordination and regulatory submissions Oversee compliance with Buildings Ordinance, subsidiary regulations, codes of practice, and government requirements. Provide AP-level technical direction to project teams and clients. 2. Project & Programme Management Lead all stages of project delivery for building works, A&A, maintenance, and upgrading projects. Manage project scope, programme, budget, risk, and quality to meet client expectations. Coordinate with multi-disciplinary internal and external consultants. 3. Government Projects & Contract Administration Manage Government maintenance and repair term contracts, public-sector A&A works, and consultant commissions. Ensure compliance with relevant Government Technical Circulars, contract procedures, and administrative requirements. Liaise with Government departments, attend meetings, and resolve technical and contractual matters. 4. Technical Advisory & Professional Services Provide expertise in building pathology, A&A feasibility, repair strategies, lifecycle planning, and regulatory matters. Oversee preparation and review of drawings, technical specifications, tender documents, cost estimates, and reports. Lead inspections, surveys, due diligence assessments, and technical submissions. 5. Leadership, Staff Development & Practice Growth Lead and mentor project managers, surveyors, and technical staff. Support resource planning and internal capability development. Uphold quality assurance, risk management, and professional standards. Contribute to business development, proposals, and client relationship management. Qualifications Authorized Person (AP) – Building Surveyor or Architect, under the Buildings Ordinance. Must be willing and eligible to act as AP signatory on statutory submissions and certificates. Degree in Building Surveying, Architecture, or a related discipline. Strong knowledge of Hong Kong building regulations, statutory procedures, BD/FSD processes, and project delivery. Preferred Experience Experience in project management, A&A projects, and government maintenance / repair contracts. Proven ability to manage consultants and contractors on multi-disciplinary projects. Experience in handling public-sector frameworks and government technical requirements.
