POSITION SUMMARY:

1Prospect Technologies, LLC is seeking a Project Engineer to provide facilitation support services and will include, but are not limited to: Office Engineering, Project Management Planning, Concept and Design Coordination and Review; Scope Development; Total Building Commissioning Program Development and Management; Facility Management; Construction Project Office Management Development; Submittal Review; Change Proposal Coordination and Preparation; IO&T Planning and Execution; Contractor Request for Information (RFI) Coordination; Maintenance and Sustainment Planning and Development
*Positon is contingent upon award of contract.

EDUCATION & EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree or higher in an engineering science field with five (5)+ years of experience in healthcare construction of similar scope in medical Military Construction (MILCON) construction projects of $250 million or larger required
  • Fifteen (15)+ years experience as a project manager in healthcare construction or health facilities management required
  • Knowledge and direct experience with a minimum of one The Joint Commission (TJC) hospital accreditation survey process required
  • Health Facilities Management or Health Facilities construction experience required

Preferred:

  • Project Management Professional (PMP) Certification preferred
  • Healthcare Construction and Interior Outfitting & Transition experience preferred
  • Three (3)+ years experience with military medical healthcare facilities preferred
  • Knowledge of medical laboratory equipment and systems sterilization systems preferred
Responsibilities
  • These professional services will include, but are not limited to: Office Engineering, Project Management;
  • Prepare, coordinate, submit required documentation, and give presentations supporting the project.
  • Coordinate with federal agencies (DHA, USACE, DPW) and facility end-users throughout all phases of project development and execution as required. Attend meetings in person as often as possible and make recommendations concerning follow-on actions to the agency’s designated representative as appropriate.

During Design:

  • Assist in gathering and analyzing data, utilizing strategic and master plans, and concepts of operations to develop project scopes of work and project documentation.
  • Review and analyze site and facility as-built conditions and operations to assess requirements for construction projects and to ensure constructability and maintainability of the facility and report these results to the DHA PgM or designated representative.
  • Coordinate with DHA Project Site Office staff, other MEDCOM staff, A-E, DPW, and COE to receive and review concepts and design submittals of projects, as directed.
  • Coordinate submittal of review comments for projects through specified processes while assisting DHA’s designated representative.
  • Coordinate development of requests for proposals (RFP) and technical specifications for projects in coordination with other DHA Project Site Office staff, other MEDCOM staff, A-E, DPW, and COE staff as appropriate and submit these to the PgM or designated representative.

During Construction:

  • Evaluate and provide recommendations to the PgM / designated representative on Engineering Change Proposals (ECPs) with respect to budget and schedule impacts, and ensure that ECP responses are coordinated in accordance with Project Management Plans, as directed by the PgM or designated representative.
  • Check for completeness of technical or operational information, maintainability, and impact on project Design Intent and Total Building Commissioning (TBCx), and report deviations to the PgM
  • When directed by the PgM or designated representative, shall perform a complete technical review of project elements such as maintainability, the impact of construction changes on Design Intent, and Total Building Commissioning (TBCx) submittals and construction RFIs. Shall provide proposed response recommendations and review comments for subsequent release to the construction contractor within the established review and construction timeframes.

During Initial Outfitting and Transition:

  • Aas directed by the PgM or designated representative, will assist with space planning, space utilization, equipment and furniture procurement coordination, operating procedures, interior design, move planning, and budgeting necessitated by projects, ensuring that these are consistent with relevant master and strategic plans and project Design Intent. Ensure tasks are completed according to approved costs, qualities, schedules, and guidelines provided by DHA.

Post Occupancy:

  • When directed by the PgM or designated representative, will assist with individual project TBCx Planning and Execution, including Design Intent development, design and submittal reviews, ECP and RFI reviews, transition processes, and post-occupancy evaluations/commissioning, to ensure Design Intent is maintained and projects are technically adequate and complete. Assist the facility user in developing maintenance plans for post-occupancy sustainment of facilities when directed by the PgM or designated representative.
  • Makes recommendations to the DHA Program Manager of designated government representatives affecting day-to-day office operations.
