KEY ACCOUNTABILITIES
Works closely with the Manager of Project Engineering, BCRTC Maintenance and Engineering, Program Managers, AIO Specialists and Project Managers to provide technical management and strategic oversight to approved projects. Undertakes technical planning for both short- and long-term projects and initiatives.
Supports development of asset management plans (AMPs) (Including Overhauls), Standard Operating Procedures (SOP), and Bill of Materials (BOM) for new assets or as required.
Supports the engineering and technical delivery of Capital and Major Business projects of medium complexity and risks, with an emphasis on the planning and initiation phases. Guides, reviews, and assesses stakeholder information to ensure compliance with internal business needs, processes, external regulations, and best practices. Identifies optimal methods to achieve project objectives and maximize business value.
Supports development of Concept of Operations and Concept of Maintenance documentation for BCRTC projects and facilities, as required. Supports process mapping, workflow optimization and equipment planning for business forecasting and maintenance concepts. Uses stakeholder walk-throughs of concept layouts in Visio or AutoCAD to support project functional requirements development, including human factors.
Identifies, reviews and selects techniques, procedures and methods to perform engineering assignments and requirements derivation. Develops technical recommendations through standards review, hazard analysis, risk assessments, FMECA, benchmarking, modeling, and other means as required.
Supports project engineering aspects of the asset change control process, ensuring the provision and review of necessary information, producing required documentation, and making recommendations. Supports management of project technical risks, including integration with the existing system.
Investigates and reviews best industry practice, codes and standards and makes recommendations to BCRTC capital projects to maximize asset performance and efficiency considering cost, quality, safety and environmental impact. Considers asset performance, Root Cause Analysis of significant failures as well as the asset life cycle (including maintenance and replacement plans) in project requirements. Develops business case for introducing new practices and new technology to BCRTC and supports the implementation.
Supports development of Statements of Work (SOW), Requests for Proposals (RFPs), and tender documents, including terms and conditions, defining scope, technical and project-specific requirements, and managing project schedules and testing/commissioning processes. Acts as project technical and strategic resource, coordinating with other engineering disciplines as required
Supports evaluation of project submissions, assesses compliance with standards, specifications, and procedures, checks ongoing and completed work, and documents engineering work in compliance with BCRTC’s PPMP. Participates in quality and technical audits of suppliers and contractors as needed.
Contributes to the creation and maintenance of safe systems of work, ensuring reliability, availability, and safety in all project engineering activities while fully complying with relevant safety management systems and statutory health and safety legislation.
Identifies and assesses risk in all aspects of project engineering activities using the ‘as low as is reasonably practicable’ (ALARP) principle. Audits the quality of project work based on the level of project risk. Takes actions to mitigate risk, ensuring codes, standards and procedures are in place within area of accountability.
Represents BCRTC’s Capital and Major Business Projects department at various project meetings with internal and external stakeholders and with senior leadership. Establishes strong partnerships and fosters trusted, professional and responsive interactions with key stakeholders.
Supports development of reports/recommendations and may present to senior leadership team. Assesses and communicates technical impacts, and implication of operational decisions and needs to internal/external stakeholders.
Complies with standards for project engineering competence within the discipline.
EDUCATION AND EXPERIENCE
The competencies of this position would be acquired through completion of University degree in Engineering on a required discipline (mechanical, electrical, industrial, systems), including a Professional Engineering Designation or immediate eligibility to be registered with EGBC, plus five (5) years of professional project engineering experience, preferably within transit and a Rolling Stock or Rail Infrastructure environment, including exposure to and detailed knowledge of Asset Management and life cycle Project Management.
OTHER REQUIREMENTS
Solid knowledge on the principles, theories, and practices of the designated engineering discipline
Solid knowledge on the application of relevant standards, legislation, acts and regulatory requirements pertaining to the rail industry or comparable heavy industry.
Solid analytical thinking and problem-solving skills, to resolve critical and high impact technical issues.
Solid skill in creating technical reports, standards, procedures, specifications, method statements, risk assessments, FMECA, schematic or technical drawings
Solid skill in using production estimates and process mapping to develop conceptual drawings in Visio or CAD.
Solid time management skills to balance and coordinate effort across multiple, concurrent activities.
Working knowledge of railway operation and maintenance practices, including configuration control, Systems Engineering and Requirements Management Frameworks
Solid knowledge of the principles, theories, concepts and practices of project management and project reporting.
Solid communication skills and interpersonal skills to build and maintain relationships with multiple internal and external stakeholders, with the ability to achieve consensus between groups.
Solid skill in creating technical reports, standards, procedures, specifications, methodologies, risk assessments, FMECA, schematic and or technical drawings, IBM Doors Software (or equivalent) and building databases.
Solid leadership and communication skills, including writing, coordinating, and influencing.
