Job Description Project Engineering & Technical Execution Review offshore engineering drawings, design calculations, technical specifications, BOQs and method statements for offshore fabrication, installation, lifting, hook-up and commissioning works. Conduct technical feasibility analysis, identify design conflicts, and provide professional engineering solutions for on-site offshore technical deviations and construction challenges. Support HAZOP, HAZID, technical review workshops and client design review meetings, and record action items for closed-loop tracking. Develop, update and verify offshore work procedures, including lifting plans, installation procedures, RAMS (Risk Assessment & Method Statement) and offshore operation guidelines. 2. Offshore Site Supervision & Progress Control Supervise daily offshore construction, installation and commissioning activities, ensure full compliance with project specifications, company procedures and international offshore standards. Monitor project progress, track milestone delivery, compare actual performance with baseline schedule, and identify delay risks in advance. Compile daily/weekly offshore progress reports, site logbooks, work records and lessons learned documents for project review and archiving. Coordinate vessel operation, offshore crew arrangement and on-site resource allocation to optimize construction efficiency. 3. Scope, Cost & Quality Management Control project execution scope, prevent scope creep, and handle technical variation orders and site change requests with rigorous technical assessment. Support project cost estimation, validate on-site work quantities, and assist project control team in cost tracking and budget compliance management. Implement offshore quality control requirements, conduct on-site quality inspection, follow up non-conformity rectification, and ensure project deliverables meet quality standards. Perform root cause analysis (RCA) for technical deviations, quality issues and site incidents, and propose corrective and preventive actions. 4. Stakeholder & Interface Management Act as the on-site technical interface between onshore engineering team, offshore construction team, client representatives, third-party inspectors, vendors and subcontractors. Organize regular site meetings, coordinate cross-team technical communication, resolve interface conflicts and ensure smooth project execution. Respond to client technical inquiries, submit required technical documents and reports, and maintain good client satisfaction throughout project delivery. 5. HSE & Compliance Management Strictly implement offshore HSE management regulations, supervise on-site safety operation, eliminate potential safety hazards, and ensure zero safety violations during offshore works. Ensure all offshore operations comply with company HSE policies, industry codes, and local maritime & offshore authority requirements. Participate in offshore safety inspections, safety training and emergency drills to standardize site operation behaviors. 6. Document & Project Closure Management Sort, review and submit full sets of offshore project technical documents, as-built drawings, test reports and commissioning records. Support project final inspection, handover and completion acceptance, and assist in project closure and final document archiving. Qualifications Education Background Bachelor’s degree or above in Marine Engineering, Offshore Engineering, Civil Engineering, Mechanical Engineering, Electrical & Instrumentation Engineering or other related engineering disciplines. 2. Work Experience 3+ years of working experience in offshore / marine engineering projects (offshore wind, offshore platform, subsea, offshore oil & gas EPC is preferred). Familiar with offshore site construction, installation and commissioning execution process, with practical offshore site working experience. 3. Professional Knowledge & Skills Familiar with offshore industry international standards (ISO, API, DNV, ABS) and offshore construction specifications. Proficient in reading engineering drawings, skilled in technical document compilation and site technical problem solving. Familiar with project management processes, able to independently control site progress, quality and technical issues. Basic proficiency in project management software (MS Project, Primavera) and office software. 4. Language Competency Fluent in written and spoken English, capable of full English working communication with foreign clients and vendors; CET-6 or equivalent is preferred. 5. Personal Attributes & Certifications Willing to take offshore rotational work and long-term site business trips, adaptable to offshore working environment. Possess good logical thinking, on-site emergency response ability, cross-team coordination and communication skills. Strict work attitude, strong sense of responsibility and team spirit, able to work under project schedule pressure. Valid offshore safety certificates (BOSIET, HUET) are preferred.
