Scope
We are looking for a Transportation Engineer to join the Transportation Networks & Strategic Projects Team. The role will lead technical analysis and provide strategic input on divisional initiatives regarding transportation network analysis, planning, and multi-modal infrastructure design. You will apply critical thinking and rigor to evaluate the effects of land development, capital projects, and regional network changes on transportation across the city. You will demonstrate a keen interest and attention to detail in advancing the design and coordination of projects affecting multiple modes of transportation at a regional scale
Responsibilities
Apply and support transportation policies and principles from the Surrey Transportation Plan, Vision Zero Road Safety plan and other aspects of urban transportation including transit, walking, cycling and goods/vehicle movements.
Collaborate across the Engineering Department to prepare comprehensive technical documents including terms of references, scopes of work, as well as inter-office memos and presentations for internal and external stakeholders.
Represent the City as you connect and communicate with engineering consultants, developers, external agencies, and members of the public; attend public information and engagement meetings as required.
Take initiative and utilize your technical expertise to conduct research and perform technical assessments utilizing the extensive array of data collected by the Division’s deployment of Intelligent Transportation Systems (ITS).
Administer and manage contracts with technical consultants to support planning and analysis of road networks and required transportation infrastructure. Review transportation analysis reports (TIA’s, planning studies) for regional network changes, neighbourhood land use plans, and individual land development applications across the city. Confirm compliance with requirements and provide recommendations for enhancing the City’s multi-modal transportation network.
Develop and evaluate signal timing plans for intersection and corridor optimization, safety improvements, and network modifications, including conducting and reporting microsimulation scenario testing.
Prepare, review, and evaluate conceptual and detailed designs for complex multi-modal intersections, advancing state-of-the-art active transportation and transit priority practices and industry standards to enhance efficiency and safety.
Assist in the development and implementation of short- and long-range capital plans, including evaluating and prioritizing multi-modal transportation network improvement projects (e.g. intersection upgrades, corridor widening, transit priority, active transportation facilities).
Make decisions on issues of varying complexity without the direct involvement of a manager, with the ability to exercise judgement on when to escalate.
Providing mentorship and guidance to junior-level engineering staff.
Qualifications
Completion of a bachelor’s degree in civil engineering and a minimum of 5 years of related experience in transportation engineering or an equivalent combination of education and experience.
Registration with Engineering and Geoscientists of British Columbia (EGBC) is required.
Advanced knowledge of transportation engineering design principles relevant to an urban context, including vision zero, transit and active transportation guidelines. Knowledge of BC Motor Vehicle Act, City Bylaws, and other relevant regulations and legislation. Experience in the public sector, and/or as a consultant on municipal transportation projects is an asset.
A detailed understanding of traffic signal timing principles and associated measures of effectiveness, including delay and queue lengths. Experience and proficiency with transportation modelling and analytical tools, such as microsimulation software, travel demand forecasting models, and/or intersection capacity analysis software (Synchro/SimTraffic, PTV Suite, EMME) is an asset.
Thorough knowledge and interpretation of construction drawings for transportation infrastructure systems, including civil (geometric, signs/markings), electrical/ITS and other underground services/utilities. Experience and proficiency with GIS tools and CAD software (ArcGIS, AutoCAD, BlueBeam) is an asset.
An ability to operate computer equipment and software as applied to the work performed and proficiency in Microsoft Office suite of applications is required.
Strong interpersonal and communication skills with the ability to adapt to a wide variety of stakeholders, including internal municipal staff.
Excellent organizational and time management skills.
The ideal candidate will have a genuine interest in all aspects of sustainable multi-modal transportation and enjoy working in a collaborative and high performing environment.
This position requires a valid B.C. driver’s license.
Other Information
Pay Grade: P2 - $104,807 - $123,302.
