I. DESCRIPTION OF SERVICES

Will serve as IT Project Lead and Contract Administration Manager overseeing administration of statewide strategic information technology contracts using prescribed processes in overseeing the operations and activities for monitoring contract performance. This role oversees contract and grant performance by developing metrics, managing deliverables, and coordinating communications. Serves as the primary liaison between agency leadership and vendors, ensuring compliance with contract terms, resolving disputes, and supporting negotiations.
The selected candidate will work under the direction of Texas Education Agency, IT Chief of Staff. Eight (8) or more years of experience: relies on experience and judgment to plan and accomplish goals, independently perform a variety of complicated tasks, may lead and direct the work of others, a wide degree of creativity and latitude is expected.

Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

Responsibilities

Oversees the operations and activities of monitoring contract and grant performance, including developing and tracking key metrics:

  • Developing, reviewing and approving of internal contract and grant deliverables;
  • Coordinating contract and grant communications including scheduling and conducting meetings;
  • Providing contract and grant status;
  • Serving as principal project lead and contract liaison between agency management and other customers and collaborating with other Vendors involved in the contract management process
  • Overseeing the contract management/monitoring process which includes tasks such as examining scope, billing, fiscal data and eligibility determinations for compliance with contract and grant terms and departmental policies; coordinating and participating in vendor discussions/negotiations; processing of contract and grant documents to ensure understanding and authorizations of contract and grant requirements; also investigating and resolving discrepancies, complaints, and disputes by negotiating settlement agreements.
  • Develop, prepare and track budget and LAR documents for various projects.
