JOB SUMMARY:

The Major Projects unit in Transportation Services is hiring one temporary (36 month) Project Lead. Project Leads in the unit work on a variety of major multi-modal transportation infrastructure projects across the City of Toronto. In this position, you will be on a dynamic team working on generational and transformative City-building projects involving the design of complete street infrastructure to support new and intensifying communities, and to better connect these areas with the surrounding city. One priority project for the unit that the temporary Project Lead will support is completing Phases 3 and 4 of the Municipal Class Environmental Assessment for Downsview Major Infrastructure. This is a unique project in the City given the scale of the geography of the site, its former use as a military base and airport, and the recently approved Secondary Plan and Master Environmental Servicing Plan’s focus on sustainable development, active transportation, transit, green infrastructure and accessibility.
The Vision Zero Projects unit in Transportation Services is seeking two Project Leads (one temporary 12 month and one permanent) to support programs and projects related to the City’s Vision Zero Road Safety Plan, mainly focused on geometric modifications. The unit’s Project Leads will develop designs for quick build and civil safety measures; manage assignments for design and delivery by internal groups and consultants; and manage internal and external stakeholder coordination and consultation. It’s an exciting time to join the Transportation Services Division’s Project Design and Management Section.

Major Responsibilities:

  • Develops, implements, monitors, and evaluates detailed plans and recommends policies, programs, and/or procedures regarding specific requirements related to Transportation Services.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Facilitates requests originating from elected officials, other divisions and the public, coordinates divisional input and assesses project feasibility within current programs.
  • Oversees assigned projects and provides contract management to ensure effective teamwork and communication and high standards of work quality to advance the Division’s initiatives in a complex municipal environment.
  • Supervises project team members and support staff, including work term students.
  • Monitors projects to ensure completion in accordance with approved plans and agreements of undertaking.
  • Prepares project plans, reports and status updates for senior staff. Regularly updates documentation on Divisional initiatives.
  • Establishes, maintains and develops linkages to other divisions, agencies, boards and commissions to ensure effective partnerships.
  • Researches and reports on a range of new projects and initiatives.
  • Participates in the process of planning and developing long range objectives for the Division.
  • Coordinates input into the Capital Works Program and operating budget.
  • Keeps up-to-date on relevant research and coordinates with relevant divisional staff on project-related data and analysis.
  • Prepares responses, reports and correspondence on behalf of the Manager.
  • Develops training course materials, conducts training and provides presentations as required for various levels of internal and external management/stakeholders.
  • Prepares, coordinates and makes recommendations on Request for Proposals/ Request for Quotations and tender documents for implementation of projects.
  • Represents the Manager as required at meetings within the Division and at project-related community consultations that have an impact on the delivery of its programs.
  • Acts as resource person for inquiries related to Divisional activities.

Key Qualifications:

  • Post-secondary education in transportation planning, urban planning, civil engineering, landscape architecture, project management, or a discipline pertinent to the job function or an equivalent combination of education, training, and experience.
  • Considerable experience working on complex multidisciplinary projects in transportation or infrastructure planning, engineering, and/or design in a detail and deadline-oriented environment.
  • Experience in transportation and/or public realm project planning, engineering and/or construction principles, standards, designs, guidelines, and applications in an urban environment.
  • Ability to effectively represent the Division and to maintain relations and work with community and elected officials, internal and external stakeholders, and members of the public.
  • Excellent interpersonal and communication skills, including: verbal or typed conversation; formal presentation; written document; active listening; and attentive observation.
  • Proficient in the use of a variety of software; including Microsoft Office Suite (e.g. Word, Excel and PowerPoint) and Adobe Creative Suite (e.g. Illustrator, InDesign, Photoshop)
  • Knowledge of any or all of the following software considered an asset: traffic simulation software (e.g. Synchro, Aimsun, VISSIM, and/or EMME); GIS platforms (e.g. QGIS, ArcGIS); CAD design (e.g. MicroStation/AutoCAD), automation software (e.g. Python).
  • Ability to work beyond normal business hours (e.g. evenings and/or weekends) on occasion as required (e.g. for public engagement events).
  • A professional designation/certificate (e.g. RPP, PMP, P.Eng., RSP1), or eligibility for a professional designation would be an asset.
  • Highly developed personal, interpersonal and group skills with the ability to communicate at all organizational levels, including the political level, while balancing stakeholder interests.
  • Strong problem solving and project coordination skills and the ability to exercise independent judgement in dealing with technical matters and initiating creative solutions.
  • Knowledge of and ability to interpret and apply legislation and technical documents such as the Municipal Class Environmental Assessment Act (MCEA), Accessibility for Ontarians with Disabilities Act (AODA), the Integrated Accessibility Standards Regulation (IASR) the Highway Traffic Act, Ontario Traffic Manual, Occupational Health and Safety Act, and any of the City of Toronto’s by-laws, technical standards, policies, guidelines and standard operating procedures.
