QUALIFICATIONS

  • Experience: 15+ years in real estate development, project management, or a related field, with a strong track record of complete management of greenfield real estate development and sales
  • Education: Bachelor’s degree in architecture, engineering, real estate, or business. MBA or related master’s degree preferred
  • Technical Skills: Experienced in multi-million dollar real estate greenfield development management, from design development to construction management and completion handover. Experienced in managing development project within budget and time and quality. Experienced in coordinating international procurement and contract negotiations
  • Regulatory Knowledge: Familiarity with construction regulations, environmental regulations, and local business practices
  • Languages: Fluency in written and spoken English is essential. Knowledge of basic Japanese is a plus

POSITION OVERVIEW

As the Project Management & Development Director, you will lead the planning, development execution, and completion delivery of real estate development projects. You will oversee all aspects of real estate project development, including design development, permit applications, contract negotiations, budgeting, project management, procurement, construction management, sales coordination and stakeholder coordination. This role requires a strategic leader capable of managing multiple consultants, contractors and stakeholders in large-scale projects while ensuring alignment with organizational goals and market trends in the relevant countries.

Responsibilities

DEVELOPMENT RESPONSIBILITIES

  • Manage and secure all authority approvals in relation to the development
  • Facilitate all land and lease matters with the lessor
  • Oversee and report the sales and marketing efforts of the agent
  • Strategise procurement and project packages on main contractor, direct contractor, nominated sub-contractors, direct suppliers and nominated suppliers
  • Develop a customised project execution plan with systems and processes to coordinate the specific requirements of all project activities
  • Manage operator-owner agreements
  • Develop and review Risk and Safety management plans
  • Develop sustainability construction and operational agenda and guidelines for project design and construction
  • Oversee the appointment and recommendation of Facilities Management services and the monitoring of their performance post-contract

PROJECT MANAGEMENT RESPONSIBILITIES

  • Review, coordinate and deconflict consultant design drawings and specifications
  • Review and optimise timeline and activities on the development and project programme
  • Manage, negotiate and procure the necessary insurances for the development on behalf of the owner
  • Manage and negotiate all consultant agreements, including the certification of invoices for work done for payment recommendation
  • Manage, report and evaluate with the assistance of QS on the prequalification of contractors and suppliers
  • Report, evaluate and negotiate tender submissions with recommendations
  • Manage, track and reconcile project budget for each design phase and during construction on a monthly reporting basis
  • Conduct Value Engineering and Options Analysis sessions with consultants for recommendation to the owner
  • Conduct factory visits and necessary due diligence on various suppliers prior to award
  • Act as Superintendent for construction contracts and administration. Issue warnings or notices to contractors as required to administrate the contract in ensuring the smooth delivery of the project
  • Review and recommend contractor progress claims and change requests
  • Review and recommend the approval/non-approval of contractor requests for extension of time
  • Closely track and monitor programme milestones to anticipate and avoid potential delays
  • Manage the mock-up location, logistics, tender, construction and follow through on owner selection
  • Conduct a system of documented and auditable QA/QC during construction to ensure high standards of quality are met
  • Ensure the on-site execution of Risk and Safety management plans are carried out properly by the site and construction managers
  • Manage the testing and commissioning of all installed plant and equipment, including reviews of all warranties and guarantees on products and installation
  • Conduct the handover of the site to the operator
  • Identify, report and ensure contractor’s rectification on all building defects during the defects liability period
