Job Title: Project Manager (Construction of Medical Facilities) Project Type: Medical, Kaiser Permanente - Major Expansion Project Location: Riverside, CA Project Salary: $150K - $185K per year plus benefits JOB DUTIES: Design Phase * Assist the Owner’s project team throughout the design phase. * Manage and track all design submittals through approval, including resubmittals. * Maintain a comprehensive submittal log to ensure all design review comments are addressed and approvals are obtained in a timely manner. * Request and verify final submittal logs from the design professional demonstrating acceptance of all submittals. Construction Phase * Oversee on-site quality assurance (QA) activities during construction. * Document, maintain, and manage all contract-related records and prepare required reports. * Monitor overall project budget and schedule; advise the Owner of trends or risks impacting cost-effective and timely project completion. * Review monthly schedule updates with the project scheduler and prepare reports identifying areas of concern. * Review all contract documents to ensure compliance with established procedures; recommend revisions or new procedures as necessary. * Attend weekly and special construction meetings to evaluate and control progress, quality, budget, and action items. * Review and coordinate services provided by testing and inspection firms to ensure compliance with service agreement requirements. * Review and approve invoices from testing and inspection firms and submit recommendations to the Construction Administrator for final approval. * Evaluate proposed contract changes and provide recommendations to the Owner regarding change orders and claims. * Participate in or conduct negotiations to resolve claims or disputes as directed by the Owner. * Maintain a detailed change order log, including cumulative contract changes, and reconcile executed change orders with contractor payment requests. * Maintain an allowance log documenting all debits, reconciled monthly with the General Contractor’s allowance log through project completion. * Coordinate inspections, final acceptance, and scheduling of occupancy. * Monitor project closeout activities, including completion and turnover of operation and maintenance manuals, record drawings, operational tests, and required training. * Execute the Certification of Completion and prepare and transmit the Project Closeout Checklist to the client. * Observe, check, and measure work in place for compliance with contract documents and design professional directives, in coordination with the Inspector of Record (IOR). * Review IOR activities and performance to ensure proper execution of inspection duties. * Initiate, organize, and maintain complete project document files. * Review IOR daily and inspection reports weekly and advise the Owner of concerns or potential issues. * Prepare and submit weekly and monthly written reports to the Owner and design professionals covering: * New and unresolved issues * Schedule and progress * Quality control * Submittal status * Budget and contingency balance * Completed work versus contract time MINIMUM QUALIFICATIONS: * University degree in Engineering, Construction Management, or Architecture * Over 10 years of construction management experience, including 7 years of medical construction experience, serving as a Project Manager, Construction Manager, Construction Management Representative, or Owner’s Representative. * Proven experience delivering healthcare projects, with strong knowledge of mechanical, electrical, and plumbing (MEP) systems. * Experience with Design-Build (DB) project delivery and familiarity with the OSHPD/HCAI design approval process. * Demonstrated knowledge and experience managing Construction Change Orders (CORs), including impacts to project costs and budgets, as well as processing change requests, Requests for Information (RFIs), submittals, and field observation reports. * Proficiency in construction management software such as Procore or similar platforms for tracking construction progress and managing project documentation. * Advanced skills in Microsoft Excel or comparable cost-estimating software to develop Independent Cost Estimates (ICEs) for change order negotiations. * Ability to evaluate contractor-provided CPM schedules, including logic, sequencing, and critical path analysis. * Experience managing project schedules, risk management processes, and constructability risks. * Experience reviewing engineering designs, contractor shop drawings, vendor specifications, and plans to assess constructability, practicality, and compliance with established standards and requirements. * Strong interpersonal skills with the ability to effectively manage challenging contractors within the parameters of the General Conditions. * Demonstrated leadership abilities, including the capability to guide staff and project stakeholders through detailed procedures, ensure ongoing compliance with established processes and timelines, and achieve defined project goals. * Proven experience managing projects with multiple stakeholders, prioritizing critical issues, and facilitating timely resolutions through collaboration and consensus-building. * Strong administrative and document control skills, including the ability to track, file, and report on project documents and communications. * Experience tracking and reporting project cost and schedule data and using that information to proactively manage project outcomes.
