Reporting to the Manager, Financial Strategy & Policy, in the office of the Chief Financial Officer & Treasurer, the Project Manager Capital Projects & Initiatives provides project management for strategic projects and initiatives related to various projects at the City, by leading cross-functional and multi-disciplinary teams in the development, implementation, and evaluation of projects involving multiple stakeholders.
As part of the Financial Strategy & Policy unit, this role will initiate, plan, and oversee complex, multi-disciplinary projects and initiatives in the division. The role provides oversight of priority initiatives, program reviews, and strategic transformation projects, while fostering collaboration across divisions, agencies, and external stakeholders. The position also provides expert project management, clear communications, and disciplined governance to deliver results in a complex political and organizational environment.
Examples of the types of work this role may support include: coordinating the City’s annual ISO certification process; advancing the long-term budget strategy and related communications and engagement activities; contributing to program reviews with a focus on financial sustainability; and providing analysis and advice on emerging priorities, including ad hoc working groups and intergovernmental matters.

KEY QUALIFICATIONS:

  • Post-secondary education in a relevant discipline (e.g. Public Administration, Project Management, or Business Administration) combined with project management experience or an equivalent of education and experience.
  • Considerable project management experience managing project lifecycle from inception to completion for complex, large-scale strategic projects.
  • Considerable experience in program and strategy design, development and delivery, including the requisite tools and methodologies.
  • Demonstrated experience advising senior executives on strategic, financial, or corporate priorities, ideally in a municipal or broader public sector context.
  • Considerable experience managing multi-disciplinary teams, providing direction, and leading change in complex organizations.
  • Excellent communication skills, including presentation skills, negotiation, influencing and ability to secure buy-in on project initiatives.
  • Strong analytical, problem-solving, and performance measurement skills with the ability to navigate politically sensitive and high-impact issues.
  • Ability to define program roadmaps to ensure alignment with corporate strategic objectives.
  • Ability to develop and maintain productive working relationships with staff, clients and stakeholders while exercising discretion and maintaining confidentiality.
  • Ability to plan and prioritize activities to meet tight deadlines.
  • Strong knowledge of municipal government operations, governance processes, and intergovernmental relations.
  • Familiarity with relevant legislation, including municipal governance.
  • Chartered Professional Accountant (CPA) Certification considered an asset.
  • Project Management Professional (PMP) Certification considered an asset.
Responsibilities
  • Provides strategic advice and guidance to senior leadership within the office of the CFO & Treasurer on corporate priorities, policy direction, and implementation approaches.
  • Advises and contributes to citywide divisional program reviews to achieve service efficiencies and optimize resources, which may also include leading end-to-end processes.
  • Assists in the development of strategic deliverables including Council and Committee reports, public-facing materials, briefing notes, and annual budget presentations, which may include analysing budget data, and developing charts/graphs.
  • Links City Council and corporate priorities with strategic transformation projects, program management, and performance measurement.
  • Acts as a communicator and integrator to bridge leadership direction with organizational execution.
  • Reviews and evaluates decisions, policies, and program outcomes to ensure alignment with corporate strategic goals, including financial sustainability.
  • Provides oversight of governance mechanisms, risk assessments, compliance, and audit considerations.
  • Participates as a member of the team in the development and implementation of policies and procedures for strategic projects.
  • Designs and implements detailed project/program plans and recommends policies and procedures regarding program-specific requirements.
  • Provides project management in delivering specialized projects and creates new, innovative approaches for Council-directed initiatives and corporate priorities.
  • Liaises teams of in-house and contract staff to implement strategic projects and initiatives, ensuring efficient project delivery.
  • Determines and prepares staff, financial, and operational/logistical resource requirements for projects.
  • Ensures projects are managed within timelines, maintaining schedules with software and reporting tools.
  • Develops and implements project control systems, cost evaluation methodologies, and performance evaluation criteria in accordance with corporate standards.
  • Negotiates innovative, integrated, and pragmatic solutions to complex project challenges involving multiple stakeholders.
  • Provides ongoing jurisdictional research, develops new policies and accountability systems, and integrates best practices into City projects.
  • Develops Terms of Reference, scopes of work, and consultant requirements for purchasing calls (RFQ, RFP, REOI, RFI), liaises with Purchasing, evaluates proposals, and manages contracts.
  • Prepares and reviews reports and recommendations to Committees and Council on matters within scope of responsibility.
  • Performs record-keeping tasks, ensuring the timely and efficient preparation, processing, and maintenance of reports, tender documents, and records.
  • Contributes to continuous improvement through development of effective management practices, processes, and tools.
  • Fosters internal teamwork and promotes inter-divisional coordination of efforts and efficiencies.
  • Promotes change management strategies, including staff engagement, training, and communications initiatives.
  • Builds targeted project communication plans and creates outputs to promote initiatives.
  • Communicates complex issues clearly to Council, executives, stakeholders, and the public.
  • Participates in multi-disciplinary teams to achieve organizational and project objectives.
  • Builds effective, constructive, and consultative relationships across the corporation and externally.
