Burnaby is at the geographical centre of Metro Vancouver. In 2021, Burnaby had a population of 249,125. The city is culturally diverse, with roughly 54% of residents having a primary language other than English or French. We are the fourth largest school district in BC, operating 41 elementary and 8 secondary schools, as well as a range of District programs and Provincial Resource Programs.
Over 26,000 students in Kindergarten through Grade 12 are enrolled. Our District employs more than 4,500 dedicated employees who are committed to providing all students with a wide variety of innovative, high-quality programs to ensure student achievement in areas that include academics, athletics, trades training, visual and performing arts, social responsibility, and leadership. In addition, our staff support the successful operation of our school facilities. Our District also provides lifelong learning opportunities to more than 6,000 adult learners through the Burnaby Community & Continuing Education program.
Reporting to the Director of Capital Projects, the Project Manager, Capital functions as part of the Capital Projects team under the Business Services department. The Project Manager is responsible for planning, implementation, and completion of major capital projects. The work involves applying project management and technical knowledge to new school construction, expansion schools, and seismic upgrade projects. A Project Manager of Capital in Burnaby: · Manages assigned projects from start to completion ensuring contract compliance for satisfactory project completion.
Ensures project completion is on time and within the authorized budget. · Liaises with architects, consultants, contractors, municipal authorities, and school administrators to ensure that the Districts interests and needs of the School Board are being met. · Carries out periodic field reviews of contract progress to ensure general conformance with the contract documents and prepares progress reports. Directs change order process.
- Participates in a consultative process with facility users, designers, and District leaders during the planning phase of projects. · Works with the District leaders and support staff on design and other project specific work. · Obtains all required permits/approvals. Collaborates with Purchasing to develop construction contracts and solicits required tenders.
Participates in bid reviews from contractors. · Manages contract and dispute processes as required. · Collaborates with Manager, Capital Accounting on financial recordkeeping. Ensures financial records are maintained and align with contractor estimates of ongoing projects by reviewing and approving invoices, preparing and maintaining detailed project cost reports.
Qualifications/Experience: · A university degree in Engineering or Architecture. Certification as a Project Management Professional and/or Applied Science Technologist is an asset. · A minimum of six (6) years progressive management experience in project management and construction in projects of varying size and complexity in the public sector or a large complex environment. · Demonstrated experience with and knowledge of project management principles and methodologies; capital projects; contract management and negotiations, budget development, business case development, financial controls, and analysis.
- Thorough knowledge of the BC Building Code. · Current knowledge of construction contract law, public tendering practices, and insurance procedures. · Strong negotiation skills, the ability to negotiate, and resolve conflicts. · Experience with financial analyses, budget preparation and budget management.
- Demonstrated ability to work effectively in a team environment and proactively problem solve. · Proven ability to seek innovative solutions to problems and exercise independent judgment and action in performance of all duties. · Ability to communicate effectively and to establish and maintain effective working relationships. · Ability to provide technical information and advice in matters relating to major projects.
