Description:

This project manager will be a key part of improving Haringey’s performance at responding to complaints, FOIs, SARs and Members Enquiries alongside the successful implementation of a new software system for use across the council. The Project Manager will work closely with digital colleagues who are leading on the technical implementation of the new software system to ensure a holistic approach is taken to the overall project including operating model, staff engagement, training, culture change and the transition to ‘business as usual’.
Role Purpose
The Project Manager post is a central and key role within the Digital & Change Programmes team, to meet priority programme objectives through proactive programme and project management.
To deliver high quality projects that are well-planned, performance managed and deliver on time and on budget.
Main Responsibilities
1. Be required to project manage all projects allocated to them by the Programme Manager, seeking approval at various points throughout the project.
2. The post holder will be required to deliver high quality projects delivering on time, within budget, ensuring value for money, using effective project management approaches and techniques as adopted by the Council. Will lead one or more projects and be responsible for the day-to-day management of all project activity to ensure their successful delivery.
3. To set up projects that will include:
- Writing project briefs which set out the care for change and objectives of the project.
- Creating documentation to support and manage the project (PID’s, RAID Logs etc.)
- Creating plans which identify the tasks and activities needed to successfully complete the project.
4. To define projects that includes:
- Preparing, refining and updating business cases that justify projects.
- Updating the project plan to build a detailed schedule which sequences tasks and activities to optimise delivery.
- Securing resources needed to deliver the project.
Knowledge, Qualifications, Skills and Experience
· A relevant professional qualification of significant experience of working in Programme or Project Management.
· Project planning and process management skills, with knowledge of project principles, techniques and tools such as risk management, project lifecycle and quality controls.
· Experience of managing projects in a public sector environment, including drafting business cases, project briefs and other project documentation.
· Experience of stakeholder management including the public, local Councillors and conducting consultation.
· Experience of planning project activities, estimating resource needs and monitoring progress against a plan.
· Experience of managing project budgets in a public sector environment.
· Experience of working effectively with a wide range of multi-disciplinary teams, senior managers, and partner organisations.
· A good understanding of the issues Council’s currently face and the landscape across social care and housing services.
· Experience of using Microsoft packages including Word, Excel, PowerPoint, Outlook and Project to a good standard.
· Knowledge and understanding of equity issues in relation to providing public services.
· A detailed knowledge of project management approaches
· Knowledge and understanding of commissioning and procurement in a social care context.
· Good organisational skills – Able to plan and manage own time, balancing competing demands to ensure objective and deadlines are met.
· Self- motivated and with the ability to motivate others to meet individual and collective goals.
· Excellent written and verbal communication skills, including presentation skills, and an ability to engage effectively with a range of stakeholders, both within and outside the council.
· Effective interpersonal skills and the ability to negotiate solutions in an often-challenging environment.
· Be able to work with others and contribute to building a strong team.
· Understanding and commitment to promoting and implementing the Council’s Equal Opportunities policies and anti-discriminatory practice.
· Open to new ideas and concepts and is able to put them into practice.
· Adopts a can-do attitude and is craven by identifying problems/issues and finding solutions.
