Role description: Arcadis is seeking a qualified ESDC External Works Project Manager to lead Engineering Services During Construction (ESDC) for external works associated with rail and transit infrastructure projects. The role will be responsible for overseeing construction-phase engineering services for traffic, landscaping, civil works, utilities, and drainage systems, ensuring that works are executed in accordance with Issued For Construction (IFC) drawings, project specifications, applicable codes and standards, and the overall design intent. The ESDC External Works Project Manager will act as the primary point of contact between the design team, Construction Phase Services (CPS) team, contractor, and client for all external works during construction. The role will focus on managing construction-phase technical support, resolving field issues, coordinating design clarifications, and ensuring that external works are delivered safely, efficiently, and in compliance with project requirements. Working closely with the Engineer of Record (EOR), discipline leads, and site supervision teams, the Project Manager will provide leadership in addressing field conditions, managing interfaces, and maintaining alignment between design intent and construction execution. This role is suited for an experienced infrastructure professional with a strong background in construction-phase engineering, multidisciplinary coordination, and external works delivery on large-scale transit or heavy civil projects. Role accountabilities: The ESDC External Works Project Manager will lead the delivery of construction-phase engineering services for external works disciplines including traffic management, roadworks, landscaping, utilities, and drainage systems. The role will oversee the review and response to Requests for Information (RFIs), Non-Conformance Reports (NCRs), and Field Change Requests to ensure timely resolution and alignment with design intent. The role will manage coordination between the contractor, CPS team, and design disciplines to address field conditions, resolve technical issues, and support construction progress. This includes ensuring that construction activities are consistent with IFC drawings, approved shop drawings, and applicable standards. The Project Manager will oversee multidisciplinary interfaces during construction, including coordination of utilities relocations, roadway works, traffic staging, pedestrian access, landscaping implementation, and drainage systems. The role will ensure that conflicts are identified and resolved proactively to minimize impacts to schedule and cost. The role will support and guide site supervision teams, including discipline-specific Site Supervisors, to ensure consistent application of inspection, documentation, and reporting practices. This includes oversight of inspection and test plans (ITPs), site surveillance reporting, and tracking of construction progress and deficiencies. The role will ensure that stakeholder requirements are incorporated and maintained during construction. The role will monitor construction progress for external works and identify risks, constraints, or deviations from design intent. The Project Manager will implement mitigation strategies and escalate critical issues to the project leadership team as required. The Project Manager will support construction staging, sequencing, and constructability considerations to facilitate efficient delivery of external works while minimizing disruption to existing infrastructure and operations. The role will contribute to project reporting, including preparation of progress updates, risk registers, and technical summaries related to external works. The Project Manager will also support contract administration activities as required. Throughout all activities, the Project Manager will promote Arcadis’ commitment to safety, quality, and environmental stewardship. Qualifications & Experience: Candidates shall possess a degree in Civil Engineering, Transportation Engineering, Environmental Engineering, or a related discipline relevant to infrastructure and external works. The candidate should have a minimum of seven (7) to twelve (12) years of progressive experience in construction-phase engineering and project management for major infrastructure projects, with a focus on external works such as roadworks, traffic management, utilities, drainage, and landscaping. Candidates should demonstrate strong experience in Engineering Services During Construction (ESDC), including management of RFIs, NCRs, field changes, and design clarifications within a consulting or integrated project delivery environment. The candidate should have a strong understanding of applicable standards and guidelines including municipal design standards, MTO standards where applicable, CSA standards, OPSS, and relevant permitting and approval requirements. Proven experience in stakeholder coordination during construction with municipalities, utility agencies, and regulatory authorities is required. Familiarity with utility coordination, traffic staging implementation, and permit compliance during construction is essential. The candidate should demonstrate strong leadership, communication, and organizational skills, with the ability to manage multidisciplinary teams, complex interfaces, and competing priorities in a fast-paced construction environment. Experience supporting Construction Phase Services teams and coordinating with site supervision staff is considered an asset. Registration with Professional Engineers Ontario (PEO) is required or strongly preferred. Proficiency in Microsoft Office applications and project management tools is expected. The base salary represents Arcadis’ hiring range for this position.
