Division: Electric & Telecom Utility Construction Reports To: VP of Operations Position Overview The Project Manager / Estimator – Electric & Telecom is a mid- to senior-level role responsible for both pre-construction estimating and full lifecycle project management of underground electric and telecommunications infrastructure projects. This position plays a critical role in pursuing, pricing, executing, and closing complex utility projects while maintaining strong relationships with customers, field leadership, and internal support teams. This role is intended for an experienced utility professional capable of independently managing projects from bid through closeout, with a strong understanding of electric distribution, conduit systems, telecom OSP, joint-use, and restoration work. Key Responsibilities Estimating & Pre-Construction · Prepare detailed cost estimates for electric and telecom utility projects including labor, equipment, materials, subcontractors, traffic control, and restoration · Review RFPs, drawings, specifications, and customer standards (Electric, municipalities, telecom providers) · Perform quantity takeoffs for conduit, duct bank, vaults, handholes, poles, fiber, and associated civil work · Collaborate with operations, field leadership, and safety to develop executable work plans · Support bid reviews, value engineering, and risk assessments Project Management & Execution · Manage awarded projects from kickoff through closeout, ensuring safety, schedule, cost, and quality objectives are met · Develop and maintain project schedules, budgets, and production tracking · Coordinate closely with Superintendents, Foremen, and Project Coordinators to support field execution · Manage subcontractors, vendors, and material procurement · Track job costs, approve invoices, manage change orders, and prepare cost-to-complete forecasts Customer & Stakeholder Management · Serve as the primary point of contact for customers, utilities, engineers, and municipalities · Lead project meetings, progress updates, and coordination efforts · Proactively identify and resolve project risks, conflicts, and scope changes · Maintain strong working relationships with utility owners and telecom clients Safety, Compliance, & Quality · Ensure projects comply with MIOSHA, customer safety standards, and company safety policies · Support development and enforcement of project-specific safety plans and job hazard analyses · Promote a culture of safety, accountability, and continuous improvement Requirements Required Qualifications · 7–15+ years of experience in underground utility construction, with a focus on electric and/or telecom · Proven experience in project management and estimating for utility infrastructure projects · Strong understanding of electric distribution systems, conduit/duct bank, streetlighting, and telecom construction · Ability to independently manage multiple projects with minimal oversight · Strong financial acumen including budgeting, forecasting, and job cost control · Proficient in Microsoft 365; estimating or project controls software experience a plus · Excellent leadership, communication, and organizational skills · Valid driver’s license and ability to travel to project sites Preferred Experience · Experience with Electric, telecom providers, or joint-use utility projects · Background working directly with field crews and utility standards · Experience estimating and managing self-performed utility work · Familiarity with ESRI/ArcGIS, SAP, CityWorks, or similar utility platforms
