ABOUT THE ROLE
Hethel Innovation is looking for a Project Manager to lead on property development and improvement and supporting the Head of Estate in site strategy. We are seeking a Development Surveyor to join our team permanently. WHAT WILL YOU BE DOING?
You will input into a range of development projects providing viability assessments, valuations and managing our external property advisors, creating alternative uses for HIL land and property to maximise the commercial value of its assets.
You will be responsible for reporting on and managing revenue and capital expenditure in accordance with the programme budgets and preparing and presenting reports, summarising any issues and their implications.
The Estate team are responsible for delivering estate asset management services to HIL’s commercial, investment portfolio. The department collaborates closely with colleagues across HIL along with partner organisations and contractors to deliver a challenging and varied workload. PRINCIPAL ACCOUNTABILITIES
- Compliance and Health & Safety: Working within a “Safety First” culture and taking the lead of HSE compliance for all project works including CDM management. Ensure all works comply with relevant Health & Safety standards, Building Regulations, and industry best practices. Maintain accurate records to support compliance monitoring and reporting requirements. Advising on health and safety risks, escalation protocols, and safeguarding concerns.
- Line management of the Estate Development team, supporting the team in their roles and enabling their professional development. Operational and Team Support: Collaborating and supporting the team to ensure consistent service delivery.
- Working with HOE to implement Site master plans for the HIL estate portfolio. Identifying preferred future development proposals and frameworks identifying opportunities to provide additional services and facilities to the sites. Assist with research and feasibility studies as part of the process.
- Work closely with the HOE, and other teams to ensure project briefs align with service priorities ensuring customer-focused service delivery, provide excellent customer service by communicating professionally and empathetically with key stakeholders.
- To assist HOE providing input in carrying out full feasibility studies capturing all information prior to progressing Capex or Revenue projects, providing outline proposals and budget costs prior to progressing projects further to design stage.
- Work with HOE to provide research and data analysis to enable projects to proceed / provision of accurate reporting as required.
- As assigned by HOE subject to workload - To project manage individual Capex and revenue projects or when projects linked to other FM related tasks e.g. dilapidations work. Maintain Capex tracker reporting for programme and spend.
- Working with HOE to grow the pool of project contractors and suppliers through positive procurement initiatives choosing new attentive contractors / suppliers of relevant size, quality, and displaying professionalism. Monitoring performance through review and procurement
- Leading on ‘Lease Preparation Works’ (capex/revenue) across sites, ensuring units are returned to HIL specification ready for marketing and leasing.
- Leading on all Dilapidations projects on HIL sites where both HIL are managing contractor works or where tenants are completing works to be signed off.
- Project Work Planning and Resource, considering the physical, environmental and social impact of proposed developments. Advocate the conservation and protection of historic or environmentally sensitive sites and areas.
- Effectively manage project budgets for capital or revenue works.
- Surveying and building pathology: Conduct property surveys to assess and diagnose property issues, recommend technical solutions. Provide detailed reports, including estimates, measurements, and scope of works, in line with contractual commitments, service standards, and statutory regulations.
- Support effective planning and prioritisation of works to maximise service delivery. Ensure alignment with budgets, financial controls, and procurement protocols to deliver value for money.
- Technical Support and Advice: providing technical guidance to colleagues, clients, and customers. Ensure clear communication to enable informed decision-making and positive customer outcomes.
- Exercise professional judgment to assess and prioritise works based on safety, quality, and budget considerations.
RESPONSIBILITIES

- Work collaboratively and in partnership with outside consultants and contractors to achieve planned outcomes.
- Communicate across other HIL teams to achieve required outcomes.
- Oversee H&S of contractors on sites including the in-house maintenance team when utilised. Ensure RAMS and CDM is in place for projects.
- Reporting to Line Manager and HIL Senior Leadership Team on project and programme performance as required.
- To carry out other duties appropriate to the nature and grade of the post, as directed by the HOE.
