Vopak is seeking a new Program Manager I to support the operation of the Company by independently overseeing several Sustaining CapEx Projects as part of the larger Sustaining CapEx Portfolio of the US Southern Region. Must possess or be able to obtain a TWIC (Transportation Worker Identification Credential) as required by the Maritime Transportation Security Act 4 year college degree in Engineering or similar technical field required 5+ Years Total Experience in Engineering (e.g. Mechanical, Civil or Electrical etc) or Projects 2-5 Years Project Engineering and/or experience with construction projects desired; experience budgeting and planning projects preferred Engineering experience at a tank terminal, petroleum or chemical plant is highly preferred Project experience managing a number of simultaneous (~ 8) small projects in a Sustaining CapEx program. Ability to read engineering, construction and other technical specs, drawings, schematics, plans, and similar documents; ability to read and understand complex government regulations and translate/incorporate these requirements into terminal construction, engineering and maintenance plans Ability to translate such technical plans and processes into easy-to-understand laymen’s terms and communicate such translations in clear terminology Working knowledge of computer programs including Google Workspace, PDF Editors, and other Common Office Computer Applications Some familiarity with computer-based design (AutoCAD, Navisworks) to be able to review Engineering Packages Excellent English communication skills, both oral and written; listening skills Presentation skills What does your day look like? Your core responsibilities are: Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SH&E principles and values; champions safety as necessary Develops the necessary information for project identification, scoping, estimating documents to support funding requests. With guidance from Asset Manager, handles complex multi-year projects including Front-End Loading, Funding Request Justification and eventual construction Independently researches and incorporates “best practices” into all technical aspects of assigned projects Works with the team to prepare and deliver technical support presentations to support project funding or project reporting Researches established design requirements, develops Scopes of Work for RFPs, and oversees various assigned engineering projects and/or pieces of projects Develops or oversees the developing and maintaining/updating project schedules, cost estimates, progress reports etc. Follows the Management of Change (MOC) process. Supports project managers in progressing projects through all phases of project lifecycle (from identification through execution/construction, commissioning and handover/close out. Assists colleagues in ensuring allocation of necessary resources to support project, portfolio and other terminal needs Through accurate reporting on assigned projects, assists in monitoring, coordinating and controlling overall annual CapEx expenditure and capital budgets for Sustaining CapEx projects. Works with Asset Manager to facilitate execution and prioritization of projects part of the U.S. Southern Region Sustaining CapEx portfolio. Supports in maintaining terminal records, transferring and following established document control procedures for all project documentation. Ensures transfer of project information is communicated to other departments (e.g. Operations and Maintenance as appropriate) Ensures required internal approvals are obtained at appropriate stages of project Assists sales and terminal personnel in assessing customer project scopes for small customer service projects Continuous learner in Vopak Project Management, Vopak Standards and Specs, Local Engineering Practices and other Federal Regulations(e.g. RCRA and Environmental requirements) so as to follow and adhere to all guidelines, regulations, and requirements in the course of other duties Ensures that all assigned projects are in compliance with Company and regulatory requirements Performs other duties assigned by management that fall within the generally expected scope of this position Some travel (
