MUST HAVE:

  • Financial Skills: Demonstrated experience in financial management of projects and tools involving various financial areas: financial analysis on performance, trends analysis, forecasts and risks. Expert level experience with financial management tools and MS Office, especially Excel.
  • Vendor, Procurement, and Contract Management: Experience supporting the analysis and execution of vendor contract deliverables, including change management (RFCs, Change Orders, Service Requests), including writing content and providing advice/interpretations on contract sections.
  • Project Management Skills: Experience managing large projects with significant volatility and multiple stakeholders (vendors, stakeholders, and peer groups across ministries) with competing priorities.
  • Communication and Relationship Management: Interacting directly with vendor, ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships, always looking for opportunities to improve client satisfaction. Facilitating solutions to issues identified by stakeholders to arrive to an amicable solution.

PROJECT MANAGEMENT SKILLS:

TELECOMMUNICATIONS AND RADIO NETWORK EXPERIENCE IN A LARGE PUBLIC SECTOR ENTITY:

  • Knowledge and experience both in a strategic and operational public sector governance models, experience managing complex, multi-unit, multi-stakeholder and multiple levels of public sector executive stakeholder project team, experience with public sector processes and policies, ability and demonstrated experience developing mutually beneficial relationships with public sector entities.
  • Strong experience of working on Public Safety Radio/telecom domain. Experience of large and complex projects with over $500 Million budget.
  • Demonstrated experience of working with multiple stakeholders in a broader public sector (BPS) environment. Experience of projects involving, network design, civil structures, user equipment distribution and operations. Experience with projects involving large number of users (over 30,000), meeting their business requirements, training and communications needs etc.
Responsibilities
  • This is for a Procurement Project Manager. The successful candidate will be required to manage several Statements of Work including service and construction of procurement documents (RFS, RFB, etc.). They will need to have strong financial contract management experience and be able to read contracts and engage with vendors. They will be consulting and advising a number of parties.
  • Experience supporting the financial analysis and execution of vendor contract deliverables, including change management (RFCs, Change Orders), including writing content and providing advice.
  • Financial management of project including forecasting, updating and maintaining calculators, pricing sheets and service catalogues.
  • Project management and vendor management.
  • Manage the financial administration of existing contracts.
  • Manage the execution of Service Requests for new services from vendors.
  • Manage the processing of project & contract change requests, including updating and maintaining pricing sheets, service catalogues etc.
  • Manage the overall change process including obtaining vendor quotations and facilitating the required approvals.
  • Support project managers in the execution of procurements and change orders with vendors.
  • Prepare briefing notes, conduct vendor meetings and liaison with other procurement and legal departments as per the need.
  • As needed, independently manage, and execute complete procurements life cycle.
  • Managing deliverables and dependencies that cross multiple in-flight projects.
  • Supporting the PSRN Program by proactively identifying, communicating, and managing multi-faceted client-facing risks and issues to deliver a superior customer service experience and to support efficient and effective project delivery.
  • Interacting directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships, always looking for opportunities to improve client satisfaction.
  • Developing and presenting ministry-specific dashboards, reports, and other project management and financial collateral.
  • Proactively identifying risks and issues pertaining to the assigned work package, report them to the overall Project Champions and the Portfolio Team. Identify and mitigate strategies and responses to the issues and risks.
  • Managing vendors, stakeholders, and peer groups across ministries.
  • Creating or supporting development of project artifacts, Briefing Notes, Change Requests, Contracts, Request for Bid (RFBs) etc.
  • Working with the client representatives and in partnership with other project managers to develop integrated plans.
  • Managing deliverables and dependencies that cross multiple in-flight projects.
  • Interacting directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships, always looking for opportunities to improve client satisfaction.
  • Developing and presenting ministry-specific project and financial dashboards, reports, and other project management collateral.
