Court Technology Services Projects CTS Project Manager
Scope:
Court Technology Services, withing the Alberta Courts, is seeking a Project Manager to work on the design/implementation plan/program development plan for various projects within the technology delivery space of the Alberta Courts. In addition to other projects, the primary project this resource will be allocated to is the Point of Sales modernization project.
The Ministry of Justice is facing a significant operational and strategic challenge due to the limitations of its current Point-of-Sale (POS) system. This legacy solution is no longer capable of meeting the evolving service expectations, security requirements, and operational efficiency demands of Alberta’s court system.

Department/Organization
- The project will be led by Court Technology Services (CTS) within the Ministry of Justice.
- Stakeholders include Court Administration, Financial Operations, IT Services, and Procurement Services.
- Implementation will affect over 80 court locations across Alberta, spanning all three levels of court.
Function
- The project involves financial transactions, court fee collections, ticket and fine payments, and financial reconciliation functions.
- It will also support operational efficiency for Judicial clerks, finance and Treasury staff, and IT administrators.
Technology
o Integrate with the Justice Online Information Network (JOIN) and other court systems.
o Comply with PCI-DSS standards, Government of Alberta cybersecurity policies, and data residency requirements (data must remain in Canada).
o Support Azure Active Directory for secure authentication.
o Be available in either a Software-as-a-Service (SaaS) or on-premises deployment model, as determined through solution evaluation.
Duties:
- Lead, facilitate and document strategic plans and priorities, aligning to Department vision.
- Facilitate stakeholder meetings, workshops, and focus groups.
- Prepare and present strategies and information to steering committees and project groups.
- Prepare and deliver presentations about the project, or issues to executives and staff, steering committees, project group, Court Operations personnel, and other stakeholders.
- Assist with risk management and issues management
- Develop and execute change management plans and communication plans
- Develop a consultative approach with business sponsors and key stakeholders, and performance measure indicators.
- Document initiative/project backgrounds, descriptions, financial modeling, alternatives, impacts, risks, cost-benefit analyses, recommendations, implementation strategies, and approval processes.
- Provide quality assurance services throughout the project and developments to ensure completeness and consistency of documentation, which could include content review.
- Identify risks associated with business case, projects, and implementation.
- Manage tasks, action items and follow up, and escalate as required.
- Provide support by bridging communication between external stakeholders, the Alberta Courts, Technology and Innovation teams, etc.
- Coordinate approvals and sign-offs.
- Respond to stakeholder requests.
- Complete documentation for decision making processes.
- Provide direction to cross functional team(s) to ensure successful delivery of product(s).
- Track and monitor scope and timelines for delivery of data product(s).
- Analyze and report on progress. Communicate project status and all relevant information to stakeholders.
- Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
- Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
- Develop, as required, related requirements documentation.
- In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
- Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
- Coordinate with leadership to develop a well-defined project plans that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
- Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
- Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
Other various projects including Justice Digital – the digital transformation of the Courts, CTS Transformation – the restructure and building of the IT delivery organization, which encompasses refining our processes, procedures, capabilities, etc. In addition, we have a host of technology projects that include upgrading and implementing technology in the Courts technology environment, further enhancing our digital infrastructure.
In relation to other various projects, the duties and responsibilities will remain consistent with what we have previously mentioned.

Working Hours:
- Standard Hours of work are 08:15 – 16:30 Alberta time
- It is anticipated the role will be hybrid with a minimum of 3 days in office. In the event of an onsite meeting during an approved work-from-home day, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
Notes on Location:
The role is expected to follow a hybrid model, which may include a minimum of three days in the office, typically Tuesdays, Wednesdays, and one other scheduled day. This arrangement is subject to change and can be discussed further with the selected candidate.

Enhanced Background Check:
- A standard criminal record check provided by the supplier will be required before we start the Enhanced Security Clearance process.
- An Enhanced Security Clearance will be required for these positions, which will be coordinated by GoA only for these positions.
Mandatory Training Courses:
- Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
