BACKGROUND AND PURPOSE OFTHE ASSIGNMENT: WFP and UNHCR Afghanistan have established COVID-19: Medical Treatment Facility (MTF) in lCON Compound based in Kabul. The urgency was driven by the ongoing spread of the virus not just within the Kabul area but also across all regions- Afghanistan which has placed a massive burden on -the current medical support capabilities. The facility is available for the WFP and UNHCR staff and dependents and acts as a COVID-19 MTF and as a stabilization center for MEDEVAC patients awaiting flights out of Kabul to other country treatment centers. In addition, WFP and UNHCR are in the process of establishment of an expanded medical facility in- Kabul and field offices (Kandahar, Mazar. Herat, Jalalabad and Faizabad). This will include primary health care and stabilization in Kabul and provision of medical assistance in the field. The. Project Manager will. menage and coordinate this Initiative to make it operational and then once set up; Oversee the operations, providing management from the administrative budgetary logistical side working with the doctors and the country Office Team. The PM will report to-the Head of engineering and will work in close collaboration with the WFP and UNHCR Regional Medical Doctors the WFP Afghanistan and UNHCR CO, UNAMA JMS Medical team ana RMW Staff Health Advisor. ACCOUNTABILITIES/RESPONSIBILITIES: Provide overall direction for the medical services project under the supervision of the Head of engineering and close collaboration with the WFP and UNHCR Regional Medical Doctors. Administratively supervise the medical provider staff (technical supervisor will come from the WFP regional medical doctors) establish solid working relationship with WFP/UNHCR stake holders, medical service providers and other stakeholders. Manage the communication between WFP/ UNHCR as well as the medical and operational aspects of the Medical Facilities ensuring adequate level of information sharing. Advise WFP/UNHCR management of issues that may impact the objective and outcome of the Project. Coordinate Meetings on Weekly basis with the Medical Service providers, Regional Medical Doctors, Administration and finance team and Engineering team as required. Manage and administrate the agreements between WFP and UNHCR as well as WFP and, the medical service providers. Ensure a solid understanding of the project requirements and ensure the project is operated as per the scope Of the agreement and objectives Of the WFP/UNHCR management. Regularly and consistently implement continuous performance improvement for the clinics to ensure the best health care for the patients and to increase the economy, efficiency, and effectiveness of the project. Liaise with external partners (e.g. referral hospitals, laboratories, specialists) working with WFP and IJNHCR on the Medical Services initiatives. Provide administrative support for the doctors, patients/escorts and CO related to Medical Referral and Medical Travel as well as with entry medical examinations. Manage and supervise the stock, products and equipment to ensure accountability and transparency. Liaison with the Engineering team for maintenance of the MTFCOVID-IO clinic and other clinical facilities as applicable. Liaison with the security team for issuance of ID cards to Medical Service provider staff, acceptance Of patients at the Clinic and in particular Covid-19 patient acceptance following the established medical and security protocols. In collaboration with the CO & Medical team (including Admin, Engineering, HR, Security, Finance and RMW D rector and Staff Health Advisor) undertake a regular analysis of clinics utilization, monitor clinic utilization rates and report to the WFP and UNHCR CO monthly. Continuously improve and supervise Medical Services reporting and expenditures by type of aggregated diagnoses. Oversee the monthly revision of medical insurance reports. Maintain reports and data on the Medical Services project up to date (number of visits per insurance types, staff/dependents, male/female). Manage the budget. expenditure and deliverables under the agreements With Clients and service providers. Represent Administration at Occupational. Safety and Health Executive Committee (OSH) as the Medical Services Focal Point. DELIVERABLES AT THE END OF THE CONTRACT: Improve the project's financial sustainability. Management of the team as assigned and the service provider. Seamless management of operational/logistical aspects of Medical Facilities. Ensure that operational/logistical and technical (i.e. medical/health) coordination to ensure high quality healthcare services to staff and family members. QUALIFICATIONS& EXPERIENCE REQUIRED: Education: bachelor's degree in project management, Business Administration, International Relations or other related field. Experience: Minimum 10 years of project Management experience in similar or related field. Previous work experience in UN or International NGOs preferred. Experience in Project. Management. Experience in with working in databases and Other Microsoft software. Experience in client/patient assistance and maintaining confidentiality. Experience as a "team player.
