Description The Senior Project Manager leads planning, coordination, execution, and oversight of software development, system modernization, and IT sustainment efforts supporting mission-critical Navy systems within the Naval Sea Logistics Center (NAVSEALOGCEN). This role is responsible for managing cross-functional teams, aligning technical activities with Navy program requirements, ensuring successful delivery of system enhancements, and maintaining compliance with DoD, DON, and cybersecurity policies. The Senior PM works closely with developers, system engineers, ISSOs, database administrators, testers, and government stakeholders to ensure that all project objectives, schedules, resources, and performance criteria are met. Key Responsibilities Project Leadership & Planning Lead project planning, scheduling, and execution for IT software development, sustainment, and modernization activities. Develop and manage project plans, resource allocation, risk registers, schedules, and milestones. Coordinate with government leads to establish priorities, deliverables, and long-term strategies. Team Management & Coordination Build, oversee, and mentor cross-functional technical teams—including developers, analysts, testers, DBAs, cybersecurity staff, and system engineers. Assign tasks, monitor progress, and ensure adherence to technical and schedule requirements. Facilitate daily stand-ups, sprint planning, reviews, and retrospectives within Agile or hybrid SDLC environments. Requirements, Scope, and Change Management Ensure project activities align with documented requirements and approved changes. Collaborate with stakeholders to refine requirements, evaluate alternatives, and mitigate gaps. Support configuration management processes and ensure that system updates follow proper version control. System Implementation & Delivery Direct implementation of computer systems, applications, and enhancements across development, test, and production environments. Coordinate deployment activities, ensuring proper validation, documentation, and user acceptance. Oversee troubleshooting and resolution of technical issues impacting project execution. Technical Oversight & Compliance Ensure project activities comply with Navy and DoD cybersecurity requirements, including RMF-aligned processes and STIG considerations when applicable. Support security assessments, documentation updates, and cybersecurity integration within project workflows. Provide oversight on design reviews, testing readiness reviews, and technical evaluations. Stakeholder Communication & Reporting Serve as primary interface with government leadership, program managers, technical leads, and external stakeholders. Prepare and deliver status reports, presentations, risk assessments, and decision packages. Communicate project progress, challenges, and recommended improvements clearly and effectively. Risk, Cost, and Performance Management Identify project risks and develop mitigation strategies. Oversee cost management and ensure work is executed within contract constraints. Monitor performance metrics and ensure all deliverables meet quality standards. Requirements Minimum Education & Experience Requirements Bachelor’s degree or higher in Computer Science, Information Systems, Information Technology, Software Engineering, or related field. Minimum of five (5) years of experience in an IT role involving: Planning, coordinating, and directing computer-related activities Building, leading, and managing software development and maintenance teams Implementing computer systems to meet customer and mission requirements Experience managing large-scale or enterprise-level IT programs or development efforts preferred. Security Clearance Requirements Must possess an Active Secret Security Clearance.
