Description:

JOB SUMMARY:

Reporting to the Director of Infrastructure, the Project Manager oversees the project management of a broad range of infrastructure projects and strategic initiatives related to transportation, utilities, water supply, parks, and building maintenance. The successful candidate will have a background in civil engineering technology which will enable them to provide technical expertise and leadership in the concept development, feasibility, design, and construction phases of capital projects, while ensuring alignment with strategic Council priorities. The Project Manager is also responsible for preparing Capital Funding Infrastructure Applications for Indigenous Services Canada (ISC), managing the development and updates of the First Nation Infrastructure Investment Plan (FNIIP), development, implementing, and maintaining the 10-year Capital Plan, and coordinating with key stakeholders such as the City of Penticton, RDOS, MoTT, and ISC.

MINIMUM EDUCATIONAL AND EXPERIENCE REQUIREMENTS

  • Diploma – Civil Engineering Technology or equivalent required
  • 5 – 8 years of directly related experience in the Engineering technology environment
  • Experience in municipal infrastructure design, surveying, tendering, contract documents (CCDC 2 and MMCD), construction administration, inspection, quality control, site safety, grant writing, cost estimating, and capital works planning
  • Project Management Professional (PMP) certification (Candidates who are currently working toward obtaining their PMP certification will also be given favorable consideration).

ASSETS:

  • Contract negotiation and development experience.
  • An understanding of the Syilx cultural and political environment.
  • Municipal and/or First Nation experience
  • Experience with AutoCAD and ESRI GIS

  • Constant time pressures to organize and meet deadlines.
  • High volume of communication demands (telephone calls, emails, fax).
  • Manual dexterity is required to use desktop and peripherals.
  • Exposure to fatigue and strain from prolonged periods of sitting and keyboarding.
  • Exposure to stress related to time pressure, multiple demands, and client expectations and interactions, which are occasionally hostile (unsatisfied client/member).
  • Occasional travel as required.
  • Overtime may be required.

Responsibilities:

JOB RESPONSIBILITIES AND WORK PERFORMED

  • Oversee and provide technical expertise for a wide range of infrastructure projects and strategic initiatives related to but not limited to, transportation, roads, drainage, pathways, sanitary sewer, water, parks and trails, new building facilities and Member housing design and construction, and implementation of strategic Council priorities.
  • Prepare and assist with Indigenous Services Canada Capital Funding Infrastructure Applications for Feasibility, Design, and Construction.
  • Lead the implementation of the feasibility, design, and construction of infrastructure capital projects including the consultant procurement process, managing the consultants, and Contract Administrators during the construction phase.
  • Develop and implement a 10-year Capital Plan for investments in the Band’s infrastructure and assets.
  • Prepare PIB’s annual First Nation Infrastructure Investment Plan (FNIIP) submission to ISC.
  • In areas of agreements for shared infrastructure with the CoP, RDOS, and MOTT, develop and maintain strong relationships including Indigenous Services Canada (ISC).
  • Participate in the development and monitoring of long-range plans for all PIB infrastructure, including Master Plans for Water, Transportation, Parks and Trails, Stormwater, and Sanitary Sewer.
  • Provide technical oversight and coordination of project engineering work through the project coordination meetings, monitor progress against project schedules and budgets, review project design for compliance with engineering principles, established standards, and contract requirements, and recommend allocation of resources as required to accomplish goals.
  • Provide technical support to the PIB Utilities, Public Works, Housing, and Planning planning departments.
  • Preparation of detailed reports including Terms of Reference for Request for Proposals, Council briefing notes, funding applications and ongoing reports, agenda and meeting notes, and project updates.
  • Support the PIB GIS including the coordination and submission of all relevant project documents from project Feasibility to Construction Completion.
