Description POSITION TITLE: Project Manager (PM) CLASSIFICATION: Exempt DEPARTMENT: Washoe Tribe Youth Corps (WTYC) SUPERVISOR: Hungalelti Washoe Community Council GRADE: E14 $34.19 ($71,126.02) - $51.29 ($106,689.02) Position Summary: Under direct supervision, the Project Manager is responsible to function independently to carry out the Washoe Tribe Youth Corps (WTYC) Program and is accountable for all aspects of the assigned projects or program areas not requiring professional licensure as an architect or engineer. The Project Manager may provide work direction to the Youth Corps Program, contractors, project coordinators, operators, laborers, other staff, as projects requires. Planning, supervising, and otherwise implementing field activities, preparing daily and weekly project schedules, preparing and managing budgets, coordinating program development and implementation with Tribal and Community leaders, Tribal departments and Federal and State agencies, and maintaining confidentiality of all privileged information. California Governor Newsom’s Tribal Nature-Based Solutions Conservation Corps through the California Conservation Corps (CCC) a multi-year state grant fund this position. Essential Duties & Responsibilities: · Manages and directs construction and capital improvement projects, obtains cost estimates and develops budgets, negotiates, reviews, and modifies contracts and agreements, and schedules as appropriate. Year 1 goal enroll eight (8) tribal youth and ten (10) youth in years two (2) and Three (3) respectively. · Obtains all necessary permits and licenses and works with outside consultants, contractors, and inspectors to resolve problems and/or provide clarifications to contract documents requirements. · Collects data and makes formal reports, informational reports and recommendations to Tribal and Community Councils and managers, participates in the final inspection of completed projects and ensures final provisions projects have been completed, maintains adequate contract records and files on all projects and related material for Tribal archives and maintains project documentation for grant compliance with CCC. · Organizes, manages and supervises the Washoe Tribe Youth Corps (WTYC) that may be diverse in age, abilities, and experience. · Develops and maintains a working relationship with the appropriate entities such as the Bureau of Indian Affairs, Federal, State and municipal highway departments, and other Tribal governments. · Manages transport and operation of heavy equipment such as skid steer other equipment chainsaws, wood chipper, water pumps and multiple hand tools (e.g., sledge hammer, shovel, pick). · Coordinates equipment acquisition program, including working with Tribal leaders and managers to maintain an appropriate team of certified screeners and systems and processes for identification of types of needed equipment, materials and supplies, location of specific equipment within the Federal and State surplus property system, coordination of transport, inspection and delivery to appropriate Tribal departments, transfer of title, and coordination of insurance. · Performs other duties as required. Requirements Minimum Qualifications: · Bachelor’s Degree in General Studies plus five years’ experience in administration or project management, heavy equipment operation, Environmental or a combination of education and experience. · Sawyer all around 5 years’ experience · OSHA 30 Knowledge, Abilities, Skills, and Certifications: · Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic. · Microsoft word suite. · Knowledge of basic environmental terms. · Knowledge of the functions and structure of the Washoe Tribe. · Ability to communicate effectively in the English language, both verbally and in writing. · Ability to work with individuals of varying social and cultural backgrounds and with co-workers at all levels. · Ability to work under harsh weather and terrain conditions. · Ability to be sensitive to Tribal cultural needs of the communities in which the work is performed. · Wildland Firefighting Training · Arbor (including tree climbing, rope safety, knots, limbing) · First-Aid and CPR/ AED Certification · Chain Saw Training/S212 Certification, Power Tools Safety and Operation, Heavy Equipment Safety and Operation; Chipper Safety and Operation, and Trail Construction and Maintenance. Physical Demands: While performing the duties of this job, the employee regularly is required to stand, walk, sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee must frequently lift and/or move up to 50 pounds. Work Environment: Work is generally performed outdoors where exposure to natural weather conditions and various dusts and mists may occur. Prolonged standing and walking may be on uneven surfaces or unstable ground, in remote, steep, rugged, mountainous areas with unimproved dirt roads and trails. Situations where safety-toe shoes, safety goggles, gloves, protective face shields, or hardhats are needed may occur. Evening and/or weekend work may be required. Travel is required for training, meetings, conferences, presentations, and other events. The Washoe Tribe of Nevada & California requires a background check of each new hire for employment purposes.
