SKILLS AND ABILITIES:

  • Demonstrated knowledge and experience in property tax software technology and accounting principles.
  • Demonstrated success leading or supervising employees, contracted services and consultants.
  • Demonstrated experience in project management in delivery of a software implementation project.
  • Strong organizational skills with the ability to work both independently and in a team environment.
  • Ability to manage a multi-faceted project while working within tight timelines.
  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.
  • Ability to understand the importance of service delivery; develop and implement initiatives that support the Unit’s customers in a timely and effective way.
  • Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with school boards, banks, and community partners who access the property tax portal.
  • Strong verbal, written, interpersonal, communication, facilitation, and presentation skills; demonstrated political acumen.
  • Computer literacy in Microsoft Office, and related software including property tax software, general ledger software and banking database applications.

QUALIFICATIONS:

  • University Degree in Business with a focus on accounting or in a relevant area of study or equivalent combination of education and related professional and lived community experience.
  • Three to five years related experience including property taxation in Ontario, vendor management, team leadership, project management, data management or supervisory responsibilities.
  • Certificate of completion of the Municipal Tax Administration Program (MTAP) and/ or Project Management Professional (PMP) Certification is an asset.
Responsibilities

Reporting to the Division Manager, Taxation and Revenue, the Project Manager, Property Tax Systems is responsible for the implementation of the property tax system modernization project, serving as the City’s property tax subject matter expert as the City implements a new tax software solution. This position will work collaboratively with the City’s Property Tax area, Information Technology Services (ITS), and the external software solution provider. This position requires a breadth of property taxation knowledge in Ontario, experience using multiple property tax software solutions, and appropriate information technology knowledge to ensure the successful implementation of the new property tax system. This is a temporary up to four-year position.
