Organizational Context and Scope The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. The International Organization for Migration (IOM) provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Mobility Pathways and Inclusion (DMPI), specifically the Resettlement and Movement Management Unit (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs.  Under the United States Refugee Admissions Program (USRAP), Resettlement Support Centers (RSCs) provide critical support and processing assistance for resettlement to the US. Under the terms of the Memorandum of Understanding (MOU) with the US State Department Bureau for Population, Refugees and Migration (PRM), IOM is responsible for implementing Resettlement Support Center (RSC) functions in PRM-designated locations. These activities include supporting visiting US Citizenship and Immigration Services (USCIS) officers, facilitating security and medical screenings, providing information about arriving individuals to resettlement agencies in the US and offering Cultural Orientation (CO) training to individuals departing for the US. The position will initially be based in Washington DC, with subsequent relocation required according to programmatic requirements.  During the initial phase in Washington DC, the Project Manager, RSC, will report directly to the Deputy Global Programme Coordinator, USRAP (Movement Operations, TLP, RSC), and will be under the general supervision of the Global Programme Coordinator, USRAP. After relocating to the final duty station, the incumbent will report to the Administrative Head for administrative matters, and to the Deputy Global Programme Coordinator, USRAP (Movement Operations, TLP, RSC) for technical matters, remaining under the general supervision of the Global Programme Coordinator, USRAP.  The project under the management of the Project Manager, RSC, is large in scope, comprised of numerous types of working environments that may include urban, rural and camp settings, and has a number of locations that are operationally complex and logistically challenging. This may include, but is not limited to, areas containing intra-, inter- and/or non-state conflict, areas of extreme political sensitivity and/or volatility, border regions, hardship locations and remote locations. Some of these locations currently or will in the future have sub-offices under the overall technical supervision of the Project Manager, RSC. Travel to all locations of operational importance for the purposes of monitoring and oversight, including to remote and hardship areas and to areas with a wide variety of security advisories, is expected.
Responsibilities
The Project Manager will lead and strengthen global resettlement activities at the Resettlement Support Center under the USRAP by directing staff and operations. They are responsible for coordinating with key stakeholders, ensuring compliance and security, and managing budgets and reporting across various operational locations.
