Description The FAA, ATO Office of Safety analyzes and monitors the safety of the NAS, and leads a broad range of activities, programs, and initiatives that communicate safety metrics. In addition, the ATO Office of Safety leads the elaboration, enhancement, and maintenance of tools such as custom web applications, automated capabilities and analytical programs for safety data collection, processing, and reporting. The Independent Safety Assessment (ISA) Lead will provide project management and technical support to assist with program/project planning and execution, documentation preparation, process improvement, data collection and analysis, tool development, and configuration control of programs and documents. This position is contingent upon award of contract to NATECH Duties and Responsibilities: Program Management Support: Provide program management support to perform the identified SOW tasks efficiently, accurately, on time, and in compliance with the requirements. Participate as a member of a government-led team when directed by the COR. Participate in a TO Kick-Off meeting between the FAA, COR, and Contractor to review SOW requirements and to understand work scope and deliverables. Provide meeting minutes following meetings. Prepare and maintain a Project Management Plan (PMP). Provide Monthly Status Reports (MSRs) based on the deliverables identified in this SOW Develop and maintain a Quality Control Plan (QCP) to provide the requirements specified in this SOW. Meet quarterly with the Program Office and COR for a Program Management Review (PMR) at a mutually agreed upon location when directed by the COR. Provide a project schedule that aligns with the PMP Provide a Stakeholder Communication Plan quarterly Prepare and deliver a Transition-In Plan during the first 30 days of award Collaborate with the Government to conduct a joint inventory of the Government Furnished Property (GFP) within 20 business days after the TO award, ATO SMS Support: Provide SMS subject matter expertise and safety support to the Safety representative(s) in support of committees, groups, and boards in carrying forward SRM activities. Provide Air Traffic subject matter expertise in SMS. Must have an advanced understanding of SRM and Safety Assurance to review and identify the safety impact(s) of operational changes to the National Airspace System (NAS). Provide SMS expertise in the development of strategy, concepts, and implementation/deployment plans and policies for activities related to the maturity of ATO’s SMS. ATO Audits and Assessments Support: Conduct audits and assessments (either remotely or at an FAA field facility) on ATO Service Units’ safety-related policies and procedures, training efforts, safety program initiatives, SMS performance and maturity, and controls used to mitigate hazards. Provide SMS Air Traffic Control and Technical Operations subject matter expertise to plan, collect, and analyze data during the audits or assessments. Provide subject matter expertise and input for planning, data collection and analysis, and report-writing activities conducted during audits and assessments. Provide SMS expertise and contribute to the development of strategy, concepts, and implementation/deployment plans and policies for activities related to the maturity of ATO’s SMS. Conduct system assessments (either remotely or at an FAA field facility) on the system or capabilities deployed in the NAS. Support surge hours, night and/or weekend shifts, and extended travel up to four (4) weeks at a time when directed by the COR, when there is a need to conduct assessment activities at one or more FAA field facilities. Provide Air Traffic Control and Technical Operations subject matter expertise to plan, collect, and analyze data during the assessment. Provide subject matter expertise and input for planning, data collection and analysis, and report-writing activities conducted during the assessment. IOA Support: Conduct a system-level assessment called an IOA, in an operational environment to assess the operational readiness of a system or service/solution to support a deployment decision, such as an ISD. Support surge hours, night and/or weekend shifts, and extended travel up to four (4) weeks at a time, when directed by the COR, when there is a need to conduct IOA activities at one or more FAA field facilities. Provide strategy and planning input for IOA programs, including scope considerations and resource estimates for each activity. Collect and analyze data, utilize databases to organize data, review safety documentation to identify potential safety and operational risks, and provide reports and graphics to support IOA data collection, reduction, and analyses. Document IOA team discussions. Provide technical expertise in Air Traffic and Technical Operations processes and procedures, which is essential to the planning and conduct of IOAs. Collaborate with the FAA to develop and maintain established internal training and tools (i.e., videos) for IOA activities. The Contractor must provide technical expertise for the development of ISD strategies and briefings. Participate in ISD meetings and post the final Record of Decision from the meetings on the ISD Executive Secretariat webpage Maintain ISD briefing sheets for continuous tracking of ISD activities. Provide documentation and technical editing support to the Program Office Review and revise documents, to include IOA plans, procedures, reports, and briefings for accuracy, organization, style consistency, and compliance with IOA templates. Review and provide draft updates to the IOA technical process and supporting documents (e.g., templates, work instructions, job aids). Provide pre- and post-meeting support, to include on-line technical editing, capturing meeting minutes/notes, documenting action items assigned, and distributing minutes and meeting materials. Utilize and manage interactive media, to include safety website development, blogs, and social networking sites. Maintain a file sharing platform with a consistent program file structure, to include archived historical data. Provide a monthly summary report of all IOA program status Requirements Ability to obtain and maintain a public trust A bachelor degree is required. Minimum one (1) year experience is required Project Management Professional (PMP), Portfolio Management Professional (PfMP), Program Management Professional (PgMP) or equivalent project or program management certification is required.

Responsibilities

The Project Manager/Safety Lead will provide program management and technical support for the FAA Office of Safety, including data analysis, audit support, and safety assessment activities. They will also manage project documentation, stakeholder communication, and quality control plans to ensure compliance with safety requirements.
